Periodic Report Summary 2 - ERANETMED (EURO-MEDITERRANEAN Cooperation through ERANET joint activities and beyond)

Project Context and Objectives:
The main aim of the project is to enhance Euro-Mediterranean co-ownership through innovation and competitive research in the societal challenges of the region. The project aims at reducing fragmentation of programming in the Mediterranean region by increasing coordination among national research programmes of European Member States, Associated Countries and Mediterranean Partner Countries.
Following the Conference of Barcelona on 2012, the ERANETMED responds to the need to develop new ways of “sustainable” cooperation, in which both European and MPC partners will equally participate and benefit from the output and the opportunities created by the project. The ERANETMED will consider a broad area for research, addressing not only the most important societal challenges of the region but also actions to enhance innovation through applied research, capacity building, mobility and clustering. Its action will result in concrete co-operation between research programmes, such as networking, definition of strategic scientific activities, research structuring for long-lasting and stable cooperation beyond ERANET.
The main goals addressed by the project will be:
-) establishing a framework for communication and coordination of programme owners and managers related to S&T cooperation from Europe and Mediterranean Partner Countries;
-) strengthening Euro-Mediterranean R&I Cooperation promoting joint activities;
-) developing joint funding schemes and procedures between partners;
-) supporting long-term and stable Euro-Mediterranean cooperation;
-) strengthen MPC capacities to enhance research and innovation and increase the impact of research on the socio-economic development of the region. It also implies the achievement of coherence among research, policy and funding instruments to contribute to regional societal challenges, to have a real impact on the society and to establish synergies with other programmes and instruments.

Project Results:
ERANETMED is a non-thematic eranetmed which aim is to reduce fragmentation of programming in the Mediterranean region by increasing coordination between national research programmes across European Member States and Associated Countries and Mediterranean Partner Countries. This is carried out by launching two joint calls on themes to be agreed among the Research funding agencies of the EU-MED countries
Main results:
-) Strengthening Euro-Mediterranean R&I Cooperation promoting joint activities;
-) Developing joint funding schemes and procedures between partners;
-) Supporting long-term and stable Euro-Mediterranean cooperation;
-) Strengthening MPC capacities to enhance research and innovation and increase the impact of research on the socio-economic development of the region
A first call of 13 million euros has been launched on the following themes: “Renewable Energies”, “Water Resources Management” and “Energy-Water Nexus”
A second call of 12.5 million euros is ongoing on Environmental challenges and solutions for vulnerable communities

A first call was co-funded by the following Euro-Mediterranean countries:
Algeria, Cyprus, Egypt, France, Greece, Germany, Italy, Lebanon, Malta, Morocco, Portugal, Tunisia, Turkey, Spain.
The second joint transnational research call of ERANETMED co-funded by the following Euro-Mediterranean countries*:
Algeria, Cyprus, Egypt, France, Greece, Germany, Italy, Lebanon, Malta, Morocco, Tunisia, Turkey, Spain.

Potential Impact:
The activities proposed in ERANETMED aims at reinforcing the coordination between policy makers, programme owners and managers of EU (MS and AC) and Mediterranean Partner Countries and reinforce the EU-MPC partnership. All activities are encompassed by an structure made of 7 Work Packages and several Tasks strictly interlinked. The overall structure is fully consistent with the objective of the call for proposal and contributes to the overarching policy objective of creating a structured network of research EU and MPC actors (research programme managers and research funding parties) to coordinate their activities and contribute to the societal challenges in the region.
In particular, the project will:
- contribute to the coordination of research activities across the Euro-Mediterranean region;
- build a reinforced European Research Area by reducing fragmentation of research actions;
- create a network of research programmes aiming at addressing regional challenges;
- improve communication and facilitate information exchange between researchers, research institutions and research policy makers;
- create a strategy for joint programming able to contribute efficiently to societal challenges in the region;
- be a strategic exercise to enhance sustainability of Euro-Mediterranean cooperation, accounting policy coherence with initiatives like Article 185, with MoCo and other regional and international activities.
The focus of creating a strategy for joint programming will be done by creating a strategy framework including MPC programme owners on an equal and balanced base. ERANETMED intends to go beyond the traditional cooperation in the form of “European assistance” but intends to build an equal partnership where MPCs are in the driving sit.
All this aims at creating a Euro-Mediterranean cooperation in which both European and MPC partners will equally benefit from the output and the opportunities created by the project and – more important – will gain equally in the quality of research (knowledge, human resources, infrastructures) that contribute to the common societal challenges.
On one hand ERANETMED will provide MPCs with the opportunity to build stronger and high-quality research partnership and networks, better access on legal frameworks, funding schemes, joint tools and instruments for effective cooperation with the EU. On the other hand, European researchers will gain significant benefit from joint knowledge generation and joint activities with MPC research partners.
The project will significantly contribute to EU-MPC joint tackling of common societal challenges, developing research cooperation and – most important - enhancing mutual capacities, mobility and applied research for innovation.
The gender dimension will be taken into consideration in the design and implementation of joints activities and calls as it represents a particular added value for this project
