Periodic Reporting for period 1 - FosterREG (Fostering public capacity to plan, finance and manage integrated urban REGeneration for sustainable energy uptake)

Summary of the context and overall objectives of the project

The lack of proper coordination of aspects related to regulation, financing and management of energy efficiency measures within urban regeneration initiatives, as well as the frequent misalignment of public stakeholders at different
levels, are hindering the potential benefits of addressing these processes from an integrated perspective. FosterREG aims at enhancing public capacity at local, regional and national levels to plan, finance and manage integrated urban regeneration for sustainable energy uptake, through capacity building, promotion and articulation of effective multilevel coordination, and national as well as European network strengthening. These objectives will be achieved through public stakeholders’ engagement in joint analysis and knowledge development activities, as well as creation and dissemination of targeted training materials and activities across Europe.

FosterREG relates to the Work Programme objectives by:
1) Focusing on the integration of energy efficiency measures within urban regeneration plans, with especial emphasis on building retrofitting while promoting synergies with other sectors such as transport and land-use planning.
2) Enhancing multilevel coordination (European, national, regional and local) of public authorities in the reduction of EU energy consumption.
3) Building capacity for civil servants at national, regional and local level in relation with policy design, planning, financing and management of energy efficiency measures within urban regeneration plans.
4) Fostering the implementation of the Energy Efficiency Directive, in particular Articles 4 and 7.

Work performed from the beginning of the project to the end of the period covered by the report and main results achieved so far

"In general, work has been carried out according to the plan in this first Reporting Period. The technical work has rendered its expected results, and all deliverables have been produced according to initial expectations, with no deviation on document quality, and little to no deviation in their expected timelines. In the cases of delay, these have been mininal and the Consortium has mede sure that impact in the overall Project workflow was minimised.
no significant risks (foreseen or otherwise) have materialised. Also, no significant deviations from the Project initial description have been identified.

The following is a very short summary of the tasks carried out during the first twelve months of FosterREG, per Work package:

-WP1 "Management": the appropriate Project management and internal communication structures for joint work in FosterREG have been put in place; the necessary agreements for Project governance have been made; and continuous monitoring of the Project development hs been performed during the first period, with no relevant incidences. An amendment process, mainly for minor adjustments and correction of errors in the original GA, is in the agenda for the next months.
-WP2 "Framework design" has been completed,, and both the framework for the collaboration analysis as well as the stakeholder Map have beed created successfully.
-WP3 "Collaborative analysys and proposals" has been completed, the analysis process desigened and carried out in the three national clusters, adn a final EU workshop to close the process and preset the results has been celbrated also.
-WP4 "Capacity building" has seen only preparation work, according to the project timeline.
-WP5 "Dissemination and networking" has setup the dissemination strategies, developed the project branding and image, and created the first dissemination materials (Website, newsletters, promotion video, social media presence..."

Progress beyond the state of the art and expected potential impact (including the socio-economic impact and the wider societal implications of the project so far)

The following elements have been developed so far in FosterREG bewond the state of the art in the area of integration of EE measures in urban regeneration processes
-A general framework for the problem has been developed, identifying barriers, instruments and mechanisms, asnd tools to approach the problem
-A stakeholder Map ith identification of roles in the public sector as well as in the private and civil sectors has been created.
-A method of Colllaborative analysis has been developed and docuemnted, and could be potentially replicated in other EU countries.
-New, targeted collaborative analysis processes have been jointly carried out with relevant stakeholders in Croatia, the Netherlands and Spain. Main outputs have been barriers, solutions and strategies to be implemented.
