Summary of the context and overall objectives of the project

Europe generates around three billion tonnes of waste each year – and it is expected that this amount will increase further. Approximately half of this waste is not reused or recycled, and aside from the environmental impacts associated with incinerating or landfilling this waste, a significant amount of potential secondary raw materials is lost. Ambitious targets for a zero-waste Europe have been laid down in a number of policy initiatives, and have recently been updated, bundled and specified in the Circular Economy Package. While innovative recycling technologies have been successfully developed, market uptake is limited and varies drastically among EU member states and regions. Without market uptake of new technologies, the development of more innovations, and elimination of non-technological market hurdles, the targets for a near-zero waste Europe will not be fulfilled.

The Near-zero European Waste Innovation Network (NEW_InnoNet) stimulates the development and implementation of near-zero waste technologies. NEW_InnoNet believes that cooperation is in this respect essential. Not only will cooperation stimulate knowledge dissemination, it will also result in optimization of the use of raw material and increasing collection and recycling rates. In order to induce more cooperation within value chains, NEW_InnoNet develops an European stakeholder platform (www.newinnonet.eu).

NEW_InnoNet’s main project objective is to mobilise stakeholders towards building a circular economy by developing and reinforcing solid foundations for building this European Near-Zero Waste Platform. More concretely, the NEW_InnoNet project has four specific objectives:

1. Set-up and maintain a near zero waste stakeholder platform.
2. Analyse selected waste streams and develop innovation roadmaps per waste stream.
3. Develop an integrated near zero waste strategic research and innovation agenda.
4. Stakeholder mobilisation and interaction.

NEW_InnoNet focuses on implementing near-zero waste and circular economy approaches in three specific value chains and their three associated waste streams:

• Electronics and electric equipment (WEEE: Waste Electronics and Electric Equipment).
• Automotive (ELV: End-of-Life Vehicles).
• Fast moving consumer goods (Plastic packaging).

Work performed from the beginning of the project to the end of the period covered by the report and main results achieved so far

The main focus of the NEW_InnoNet project has been in this first project period on three objectives: (1) stakeholder mobilization and interaction; (2) analyses of selected waste streams and develop innovation roadmaps per waste stream; and (3) communication and information sharing:

Stakeholder mobilization: NEW_InnoNet has launched its digital platform in this project period and has informed stakeholders on its existence. At present, almost 120 stakeholders have registered themselves on the platform and more than 400 stakeholders are connected to the project’s LinkedIn-page. The project has organized its first (well-attended) stakeholder conference; discussing with stakeholders barriers and opportunities for a near-zero waste economy. A stakeholder analysis was performed with input of more than 190 stakeholders in 23 countries, as well as an analysis of the composition of 226 European projects.

Waste streams and roadmaps: bottlenecks and value chain analyses were performed in this first part of the project. The analyses provided insight into the commonalities and differences between the value chains WEEE, ELVs and plastic packaging. These insights provided the starting point of three technological roadmaps. the roadmapping process was started with collecting ideation forms on innovative technologies and solutions for the identified bottlenecks. Hereafter, several draft versions of the roadmaps have drafted in an interactive consultation with relevant stakeholders. A database structure has been developed to make the information on innovative technologies publicly available.

Communication and dissemination: the NEW_InnoNet project wants to reach as many relevant stakeholders as possible by creating two-way communication channels. The project has taken a wide-range of measures to enable this. Measures taken by the project can be categorized in five types: (1) digital presence via the website and LinkedIn has reached between 738 – 1629 stakeholders; (2) project branding like leaflets and videos have reached around 1065 stakeholders; (3) the organisation of nine project events reached around 250 stakeholders; (4) 11 non-scientific publications reached the general public, while 3 targeted items in an (SME-focused) newsletter reached 11.648 (unique) readers; (5) presentations and networking of the project partners reached an audience of 3533 stakeholders.

Progress beyond the state of the art and expected potential impact (including the socio-economic impact and the wider societal implications of the project so far)

NEW_InnoNet, as a CSA, is not focused on generating new knowledge but it is on strengthening the knowledge base. The project has done so by bringing together available information on value chains and on near-zero innovation and technologies. In order to make this strengthened knowledge base widely available, the partners have relied on various communication and dissemination activities. Important to note is that for every report, different communication channels are used, i.e. report itself (publicly available online); publication on the report for the general public (e.g. in the newsletter); oral presentation at a (self-organized) conference; direct communication with relevant stakeholders. As this objectives is on-going, NEW_InnoNet will continue this approach also for its up-coming reports.

In addition to strengthen the knowledge base, NEW_InnoNet has focused on mobilizing industrial stakeholders, stimulating collaborations and facilitating bottom-up initiatives. In order to attach industrial (and SME) stakeholders to the project and the drafting of the SRIA, the project partners implemented a direct, consultative dialogue with industrial partners. At present, almost two-thirds of the stakeholders is from the industrial sectors; improving their involvement in European R&D initiatives. Collaborations have been initiated with other European platforms. A specific emphasis has been placed on collaboration with on-going European projects, i.e. FP7, H2020 and LIFE. More than 200 projects have been identified; and 53 have been approached for input and enlisted on the NEW_InnoNet website.

In the second part of the project, the focus will shift to implementing the use cases, drafting the Strategic Research and Innovation Agenda, and continuation of the platform. In other words, the analyses from the first part will be translated into best practices (use cases) and recommendations (policy advice, sharing of knowledge via platform). In combination with the continuation of the communication activities, the project therefore expects positive impacts on the implementation of innovative technologies, increasing knowledge levels on near-zero waste and circular economy, introduction of beyond the state of the art R&D projects and eventually significant waste reductions.
