Periodic Reporting for period 2 - CODECS (COoperative ITS DEployment Coordination Support) Reporting period: 2016-11-01 to 2018-04-30 Summary of the context and overall objectives of the project The coordination and support action CODECS - COoperative ITS DEployment Coordination Support (Grant Agreement No 653339) started its activity on 1 May 2015. Until 30 April 2018 CODECS worked on five objectives: 1) ensuring interoperability of initial C-ITS deployment especially for short range communication2) developing and aligning C-ITS deployment road maps3) addressing the chicken-egg-problem by synchronising actions of core C-ITS stakeholders and 4) coordinating strategy of C-ITS implementation5) promoting Cooperative Intelligent Transport Systems and Services (C-ITS). Cooperative Intelligent Transport Systems and Services (C-ITS) support foresighted driving and are expected to significantly contribute improving road safety, traffic efficiency and comfort of driving. As off 2019 C-ITS will be implemented all over Europe in vehicles and road infrastructure building the basis for future innovations towards cooperative, connected and automated mobility (C-ITS).Conclusion and OutlookCODECS has successfully • networked C-ITS experts and other transport professionals all over Europe • facilitated exchange of views, information and results in webinars and workshops. • supported alignment of stakeholder views and took initiatives on templates and strategic issues to foster interoperability of C-ITS implementations.• published findings, harmonised results and guidance for C-ITS in deliverables available for download from the CODECS website until end of 2018. CODECS • shared and discussed outcome with the experts in workshops and dedicated events for all interested C-ITS stakeholders in Europe. • aimed to contribute to C-ITS deployment in Europe by enabling a self-energising process, starting with satisfied end users experiencing the C-ITS benefits • supported cities and other stakeholder groups to better understand C-ITS and its potential.• contributed to the European strategy towards cooperative, connected and automated mobility (C-ITS) and accident-free traffic in the future and supported aligning roadmaps of different stakeholder groups.European C-ITS market develops rapidly, driven by multiple European C-ITS pre-deployment projects and the announcement of the automotive industry that C-ITS will be serial deployed in new vehicles as off 2019. Coming closer to initial C-ITS implementation driven by the core C-ITS stakeholders it can be recognised that also the number of SMEs increases which expand their engagement in C-ITS. Work performed from the beginning of the project to the end of the period covered by the report and main results achieved so far CODECS did pass three phases focussing on inventory, consolidation and guidelines during its project lifetime. During RP 1 CODECS organised 12 public workshops and one webinar and operated one booth during the CAR 2 CAR Forum 2015 for involving external stakeholders, undertook further dissemination activities (incl. European ITS Congress 2016 in Glasgow) and created 12 deliverables. During RP 2 CODECS organised 11 public workshops and 3 webinars, engaged in the European ITS Congress 2017 (Strasbourg), organised its final event at the TRA 2018 (Vienna) and gave 2 presentations at other fora for involving external stakeholders, undertook further dissemination activities and created 13 deliverables, updated one deliverable and published an additional website report.Examples• The need to advance on a C-ITS hybrid communication approach has been one of the key conclusions of the C-ITS Platform Final report (Phase 1). • Initiative to take further the cross-sector dialogue. Organised a workshop in May 2017, reported as additional documentation 4.2.1. The results were presented to the C-ITS deployment platform working group workshop in July 2017. The workshop conclusions have provided the level playing field for further actions of COM in the context of the C-ITS Platform (Final Report Phase 2) and fostered the discussions in C-Roads on hybrid communication during the first half of 2018.All released information e.g. workshops and webinars with given presentations, deliverables, reports, newsletters, project folder, fact sheet and brochure can be downloaded from the CODECS website www.codecs-project.eu. The brochure provides on overview on the main findings, gives some examples and refers to the related deliverables for each work area of CODECS.CODECS built up a Stakeholder Network involving more than 250 experts from all stakeholders being interested in C-ITS. CODECS networked the public and private stakeholders, exchanged information on C-ITS with and between the stakeholders, collected and aligned their views and requirements and considered feedback on the outlined findings and results in the deliverables. Close cooperation was established among others with the Amsterdam Group, C-ITS Deployment Platform, CIMEC, C-ROADS, HIGHTS, TIMON and MAVEN projects. CODECS results like • harmonised templates for describing use cases are used by the C-Roads projects• additional workshop report on hybrid communication was used by the C-ITS Deployment Platform for aligning views of stakeholders from different domains• multi-perspective analysis of C-ITS deployment preparation (pilots and deployment initiatives, deployment issues and actors, Deliverable D2.2) and Deployment Guidance (Deliverable D2.6) illustrate the cross-sector collaboration between automotive industry and infrastructure organisations in profiling the C-ITS standards in a harmonised way• deliverable D3.4 on roadmaps analysed of a number of already existing roadmaps, identified initial set of principles and gives guidance for aligning future deployments• urban related deliverables D4.2 and D4.3 are used by city authorities as well as other stakeholders • deliverable D4.4 on strategic issues analysed the historical trends and detailed sub-issues and gives recommendations on uncovered issuesThe CODECS Brochure highlights the main results and findings and gives reference to the published deliverables and workshop and webinar presentations. For granting further free access to the findings and results of CODECS the Amsterdam Group took over the hosting of the CODECS website www.codecs-project.eu beyond its project lifetime until end of 2018. Progress beyond the state of the art and expected potential impact (including the socio-economic impact and the wider societal implications of the project so far) CODECS promoted C-ITS, networked the stakeholders (e.g. OEMs, road authorities, cities, research institutes, policy makers and others), supported the cooperation process by information and know-how exchange, took over moderation in case of different views and addressed critical and strategical issues. Based on the discussions the C-Roads projects have been initiated. CODECS contributed to initial deployment of C-ITS and to the preparation of the subsequent innovation phases. The by CODECS use-case templates are used by C-Roads as well as by other projects and stakeholders for achieving harmonised descriptions. CODECS results and findings have been brought in the work of the C-ITS Deployment Platform. After the final report of the C-ITS deployment platform there was no significant other initiative then CODECS to bring all the stakeholders together for cross-over discussions.CODECS contributed actively to the aspired successful C-ITS deployment in Europe as of 2019 with interoperability and seamless user-experience across borders and brands. The initial deployment of C-ITS and related services are expected to reduce significantly the number of road accidents and the severity of accidents for coming closer to the vision zero and built the basis for future cooperative, connected and automated mobility.
