Summary of the context and overall objectives of the project

Urban Freight Transport (UFT) faces the challenge of timely goods distribution and improved service allocation performance with minimal environmental impacts. Stakeholders involved in UFT system have an inadequate picture and understanding of the urban freight environment and how this changes. Thus the planning and implementation of solutions is inefficient and has weak impact on the problems. The salient scope of the proposal is the enabling of knowledge and understanding of freight distribution and service trips by providing guidance for implementing effective and sustainable policies and measures. This guidance will support the choice of the most optimal and applicable solutions for urban freight and service transport, and will facilitate stakeholder collaboration and the development, field testing and transfer of best governance and business models. This shall be achieved through: the understanding of urban freight and service trips, fostered by data collection, field testing and implementation of city logistics measures, the development and application of a modular, integrated, evaluation framework; the development of a city typology, and the provision of guidance to cities, shaping consistent implementation channels for successful solutions, all according to the local needs and constraints. These activities will be accompanied by 4 practical tools that could support the take-up of NOVELOG project to wider international city and industrial networks and beyond the project's lifetime. NOVELOG will contribute to the European Commission's research and policy agenda through the generation of sound knowledge that introduces a new approach to guidance strategies.

Work performed from the beginning of the project to the end of the period covered by the report and main results achieved so far

The main outcomes of NOVELOG are:

WP1: Project Management

1) Development of the Quality Assurance Framework (D1.2).
2) Development of the Risk Management Manual (D1.1) which is periodically updated with risks identified by the partners and the Management Committee.
3) Establishment of the Quality Assurance Panel (QAP). The panel consists of experts in the field of logistics from around the world. The QAP will review the project's findings and provide feedback and guidance during 3 meetings. The 1st QAP meeting was held in April 2016 in Bologna, Italy.

WP2: Understanding urban freight and service trips

1) Development of a Data, Information and Knowledge collection Framework for Urban Freight and Service Demand Understanding (D2.1). It represents a generic innovative structure to systematise and logically organise data and information.
2) Implementation of the Data collection framework by all the Novelog cities. The results of the data collection and an analysis performed to define the condition of the UFT in the NOVELOG cities. The deliverable was updated to align the content with the outcomes of WP3 and WP5.
3) Development of the “Understanding Cities” tool aiming to provide a starting point for the various stakeholders, to realize interrelations beyond their own environment; identify the key influencing factors of UFT demand & supply and their expected impact on the UFT characteristics, through a stakeholders participatory approach.

WP3: Evaluation Framework

1) Development of an Integrated Assessment framework for UFT solutions which describes the structure, the modules and the components of the integrated assessment framework to be applied to the NOVELOG cases.
2) Development of the “Evaluation” tool, which was designed to help NOVELOG cities (city cases and network cities) assess measures that are designed to provide sustainable urban freight distribution.

WP4: Toolkit of policies and measures for urban freight and service trips

1. Development of the “UFT measures, interventions and typologies” deliverable concerning the identification of a pool of measures and interventions in UFT; the development of a clear city typology based on the city structure, the infrastructure existing in the city, the goods flows and UFT demand generated within the city and finally the identification and quantification of impacts of the measures and interventions.
2. The NOVELOG Toolkit is the 3rd Tool of the project aiming to enable a city to identify measures, typology and impacts, in an accessible and repeatable fashion. The tool uses the findings of the previous work of NOVELOG to provide suitable measures and interventions to cities based on the specific parameters.

WP5: On-Site Implementation

1. Development of the “City Cases Implementation Planning” deliverable describing the planning phase of the 12 test cases investigated in Novelog.
2. In Autumn 2016 the implementation of the pilots and case studies of the Novelog project commenced.
All the cities have collected the data for the as-is situation of their pilot or case study.

WP6: Evaluation

The main activity performed was the alignment of the data collection, with the city cases (WP5) and the indicators defined in WP3 in order to map all the KPIs and evaluation modules to be used by the cities.

WP8: Outreach and take-up plan.

1) Development of the NOVELOG Outreach & take-up plan (D8.1). This plan describes in detail which target groups will be addressed by means of which tailored messages, and outlines the communication tools and communication channels that will be used.
2) Development of the projects website and portal architecture (D8.2).
3) Development of a “city platform”. The cities platform is an instrument that serves as a take-up gate of the Novelog tools to participating cities and regions. 30 cities apart from the 12 Novelog cities, are included in the city-platform. This platform will be enriched until the end of the project.
NOVELOG participants have participated in a number conferences and events in order to disseminate the project and results to cities and city logistics stakeholders.

Progress beyond the state of the art and expected potential impact (including the socio-economic impact and the wider societal implications of the project so far)

The Novelog project aims at going beyond the state-of-the-art and realizing impact with regard to a number of gaps of previous research & innovation initiatives. So far, the project has addressed the following:
Novelog provided significant improvements regarding urban freight data, by 1) developing a coherent data collection framework integrating disparate data into a coherent picture, 2) developing a web-based tool for building consensus among city stakeholders on qualitative aspects of the present and future state of the UFT environment, and 3) by undertaking a quantitative/qualitative data collection exercise on UFT in 12 European cities (i.e. traffic counts, interviews). The project has also developed a robust methodology (and a respective web based tool) for estimating impacts of urban freight interventions applying well-accepted methodologies and common indicators, thus covering the whole spectrum of impacts in terms of type and life-cycle stage in which these occur.
Sustainable Urban Mobility
Having developed a life-cycle analysis approach in assessing the impacts of urban freight interventions, Novelog will be able to provide results on the social uptake and final users’ acceptance of those interventions, thus giving evidence to local authorities for integrating urban freight in general transport policy and SUMPs.
Policy Take Up
Having developed a city typology, Novelog was able to link previous UFT experiences from EU, national, and local projects to a number of implementation-specific parameters, thus helping cities select the most relevant examples to their own case.
