Analysis and definition of operational requirements for ATM

The goal of the ADORA project was to take the users requirements associated with the European Air Traffic Management Systems (EATMS) as expressed in the URD (Users Requirements Document) produced by Eurocontrol in 1994, and to compare them with potential system implementation concepts to quantify and identify the degree of adequacy between what the users are expecting and what can be foreseen at this stage for the future system. In order to compare what can be comparable, the requirements were organised into eight taxonomies as in the OCD : Airspace Organisation & Management, Flow & Capacity Management, Sequence Optimization & Management, Separation Assurance, Aircraft Operations, Airport Operations, Information Management and External Agencies Operations. In terms of results, 25886 evaluations (comparison of UR and HLSR) were performed, covering roughly 1/3 dealing with Aircraft operations, 1/3 with information Management and 1/3 for all the rest. Very few evaluations were performed on Airport operations since the OCD did not address those in detail.
