Ubiquitous, Permanent and Intelligent Access to Patients' Medical Files

Deliverables

DOCMEM services includes: - Consultancy services based on know-how acquired during the project development - Web based services for organisation that prefers to by an ASP service instead of buying a turn key platform. This solution will be proposed in same cases as a test environment with the possibility of installing an in house system after the initial trial period. - Maintenance and support services
The DOCMEM result is an application hosting solution tailored to the needs of each client that enable healthcare professionals to access their patients medical files everywhere and every time needed. The system can be exploited as a whole for big health organisations with a complete IT infrastructure and trained human resources or as subcomponents that can be developed to target similar or other business sectors: For instance the online patients file service can be separately sold to large health institutions with remotely situated departments for the storage and the exchange of patients files.
DOCMEM project is positioned as an online service (a Portal) providing practitioners with a mobile, permanent and intelligent access to Electronic Health Records (EHR): DOCMEM enables practitioners to store on a secured server the medical information of their patients and to get access to it at the points of care through wireless information devices. - With DOCMEM, the practitioner is also able to communicate patient's information to other independent healthcare professionals or to a hospital. - DOCMEM also offers an intuitive and flexible mean for practitioners to deal with patients' medical information thanks to facilities like speech recognition and virtual representation of a patient's body.
The Voice Recognition component enhances the Online Portal Interface with voice recognition functionality on mobile and conventional terminals, thus making the handling of system functions easier and totally user friendly. The Voice Recognition component has been developed based on the Speech.NET platform and the underlying technologies are the .Net Speech SDK and the SALT extension to HTML.
DOCMEM platform supplies the possibility to integrate all the information distributed over the several departmental and territorial systems (hospitals systems, laboratories systems, doctor practices systems), giving the practitioners the tool to better practise their profession.Beside the administrative departments of the health structures could have information about all the practiced medical services and a more precise and timely sight of the sanitary expenditure.Using these topics as a lever Ratio intends to exploit the outcome of DOCMEM by selling the developed platform mainly to: - AUSLs, the local public health care organisations in Italy- Large public or private hospitals
The Basic web interface is the part of the system that provides the end user with the capability to interact with almost all the other system components. It consists of several sub-modules and user facilities, whose basic purposes are: - To present all the necessary information (EHRs, CEN terms) to the general practitioner to accommodate their patient’s healthcare. - To provide the necessary functionality to interact with the DOCMEM repository. - To adapt this functionality to the capabilities and limitations that the portability of the system necessitates. - To enrich the visualization and easiness of the interaction with the rest of DOCMEM modules and components.
The Secure Online Patients' Files Service allows the storage and exchange of multimedia medical data in standard way. This is the core of the system that includes, in particular, a secure environment where structured patients’ files are stored. Medical data is stored into a repository constituting a part of the central database, which is compliant with the CEN 13606 standard. The central DB includes three parts: - The patient medical records under a standardised structure (EHR), consist of general and medical patient’s information organized historically: patient identification and registration details, practitioner’s summary (with a minimal set of structured and multimedia data), description of current episode of care and actions taken, information on patient’s medical history: - The terminology and patterns terms - The Practitioners’ repository giving information about practitioners using DOCMEM. - The EHR solution developed in the DOCMEM project is compliant with the CEN 13606 standard and has been implemented for Relational Data Bases. It will be offered as an Open source Implementation to any user interested in developing EHR based on the CEN.
