Improvement of the quality of courtyards in high-rise housing districts - Estonian extension project

The NAS extension of the NEHOM project was approved only in the end of 2002 and thus the time to carry out the project work was limited to 14 months.

The aim of the project was to work out a model strategy for improving the social and physical qualities of the open public spaces between panel housing blocks in large scale housing neighbourhoods, typical for large parts of the former communist countries.

The EKHHL team selected a courtyard surrounded by 6 housing blocks for the project and structured a planning process with inspiration from the NEHOM case study initiatives. Interviews were carried out with inhabitants in the 4 blocks now functioning as Flat Owners Associations and the 2 co-op blocks.

On the basis of the wishes from the inhabitants a draft plan for renewal of the green area was presented and discussed with the flat owners. A better communal organisation including free communal work (based on inspiration from Norwegian co-ops) were drafted.

The report follows the investigation and planning process, but implementation has to follow after the end of the NEHOM project period.

Once the physical improvements have been developed and the social activities are being implemented, the project will function as a model for other areas, both in Estonia and in other parts of NAS.

In addition to English, to work on dissemination in the local context, the report is edited also in a Russian and Estonian.
