Exploitable results SWOT analysis of PV and PV RTD in Europe This report gives the results of the work carried out under work package 5 of the project: Formulation of a European PV RTD Road Map. Based on a SWOT analysis and the benchmark activities in Work Package 4, the factors and mechanism have been identified (both on national and EU level), which could lead to a European PV RTD scheme, which strengthens the competitiveness for European industry, employment and security of energy supply. Focus has been placed on factors, which are general for several technologies, but crucial factors for a single technology will also be identified. The SWOT analysis of the EU PV research level has been done in two steps: first the analysis of strengths and weaknesses, and subsequently of opportunities and threats, as strengths and weaknesses relate to the research community itself, i.e. inward looking, while opportunities and threats more relate to aspects outside the research community. Now these aspects are naturally related, and aspects of outward and inward nature have to be looked upon in parallel. For the SWOT analysis we have identified a number of key issues that has been dealt with for each PV technology area. The key issues regarding strengths and weaknesses are: - R&D activities - Industry - Communication The key issues regarding opportunities and threats are: - R&D - Industry - Raw materials - Policies - Market development - Intruding technologies In this analysis the ecological aspects of PV did not become an issue. As one of the renewable energy sources PV has positive value, a "green image", which has influenced on the national BIPV support programmes. That has opened up opportunities, and will do so in the future too, mainly for the industry. Inventory and tuning potential with other PV networks on PV RTD programming in Europe The report comprises an inventory and analysis of 20 international networks and organisations active in the field of PV. It highlights both the role (goals and activities) of each of these networks and organisations as well as their relevance with respect to PV RTD issues and programming. This inventory has led to extension of contacts and intensifying the co-operation with other networks. The report is available from the web site. While the results of this study are too complex to be summarised here, it is good to highlight three platforms that are of special interest to the project, because they also undertake or have undertaken PV road mapping activities: 1) The European Photovoltaic Industry Association (EPIA), together with Greenpeace, has formulated a kind of roadmap in 2001 under the title "Solar Generation." It describes the current PV market and makes projections up to 2020 showing the contribution that PV will then give to the electricity supply, the industry, employment and the environment. It sets quite ambitious goals in these fields for 2020 and formulates recommendations towards the policy level in order to achieve these goals. 2) The Photovoltaic Network for the Development of a Roadmap for PV (PV-NET) is an EC funded project. Its main objective is the development of a roadmap for PV R&D based on a broad consensus among the different technologies, among industry and research institutions, across the whole range from materials to systems. 3) The PhotoVoltaic - Newly Associated States-NETwork (PV-NAS-NET) is another EC funded project. Its main target is the increase of the coherence of the PV RTD activities of the NAS and the EU and therefore to promote the development of Photovoltaic Solar Energy (PV) in NAS countries. To achieve this, PV-NAS-NET implements an information network and performs a benchmark of PV programmes and activities in the NAS. There is good co-operation with these platforms, which has led to joint activities. Fact Sheets: Country summaries concerning PV RTD programming Summarized information on national and European PV RTD programmes (status 2002). 20 Fact sheets from all partner countries plus Germany, Norway, USA, Japan, Australia and the EC. Information based on country reports, collected by all project partners with formats provided by CRES. As deliverable is a set of summaries in itself, further summarising will not provide useful information. One conclusion from the set of summaries comes forward: Europe shows a wide variety in policies, strategies and programmes with respect to PV. Report: Benchmark analysis of PV RTD programming in Europe Based on the results of the survey, a benchmarking of European PV RTD programmes in comparison with programmes in the leading countries outside Europe (Japan, the USA and Australia) was undertaken. The main approach was to collect a range of data on the national PV RTD programmes via a structured questionnaire and to use the collective experience of the programme managers and experts in the project team to interpret these data. This analysis was broken down into five areas looking at 1) Programme Organisation; 2) Aims and Achievements; 3) Incentives and Barriers; 4) Effectiveness; 5) Focus. Report: Roadmap for PV RTD Programming in Europe, A route description towards coherent PV RTD programming in Europe The Road Map for PV RTD programming describes the actions needed to improve the quality and coherence of European PV RTD programming in order to strengthen and co-ordinate the PV RTD efforts in Europe. The following actions were identified: - Policy makers should set individual targets for each renewable energy option. - EC and national programmes should improve the European wide co-ordination concerning PV RTD programming. - Programmes should enable, initiate and stimulate the erection of PV RTD networks. - Programmes should stimulate and allow for the exchange of resources, including human resources and infrastructure. - National programme managers should exchange experiences on a regular basis and learn from good practice examples. - Programme should give extra emphasis to technology transfer from R&D to industry. - The EC should stimulate and support the exchange of information concerning running and finished projects, preferably through a network of programme co-ordinators.
