Final Report Summary - CAESAR (Coordination Action for the European Strategic Agenda of Research on intermodalism and logistics)

CAESAR aimed at fostering the creation of a new and common vision of intermodal research in Europe, by achieving the following objectives:
- to establish research and development requirements in conjunction with business scenarios;
- to improve the implementation of intermodal research results by the relevant industry;
- to focus research programmes and their implementation (at EU and national levels) around a joint strategy.

CAESAR project was organised into four main work packages (WPs), coordinated by a project management WP. The coordinated action lasted 30 months. Each single WP was paced by different milestones, to guarantee the check of the work completion of each activity and task, and to synchronise the progress among the different WPs.

CAESAR WPs were:
- WP1: Project management;
- WP2: Establishment of the intermodal research advisory council;
- WP3: Setting of strategic research agenda;
- WP4: Implementation strategy;
- WP5: Communication and dissemination strategy.

CAESAR consortium has performed the following main activities:
1) establishment of EIRAC, including:
- identification of the potential EIRAC members (subject to preconsultation with the Commission),
- ensuring of the commitment from the invited representatives,
- establishment of the plenary,
- establishment of the support group;
2) provision of secretariat support and facilitation of the work of the EIRAC;
3) preparation of the EIRAC terms of reference;
4) - stimulation of the discussion between the CAESAR partners and the EIRAC members concerning the content of the terms of reference and the strategic intermodal research agenda (SIRA);
5) supporting the preparation of the SIRA 2020;
6) organisation and structuring of the five research pillars of EIRAC. The five research pillars identified and established are: interoperability between modes, logistics, security, education and training, socioeconomic;
6) organisation and holding of four plenary meetings, with the following aims:
- issuing and signature of the terms of reference - first plenary,
- publicly releasing of the SIRA - second plenary,
- approval of the EIRAC implementation and establishment of the mirror group - third plenary,
- presentation of research topics to be submitted to the EC and introduction of EIRAC 2008-2010 activities and structure - fourth plenary,
7) production of the minutes of the all EIRAC meetings;
8) preparation of a research baseline for the EIRAC, i.e. a survey of projects/studies/initiatives undertaken in the past 10 years;
9) establishment and updating of a web site for EIRAC and for CAESAR;
10) dissemination of information on the objectives and intentions of the EIRAC definition and publication of the EIRAC implementation plan, including the organisation of all relevant preparatory workshops;
11) organisation and execution of the cooperation with transport oriented European technology platforms (i.e. ERRAC, Ertrac, ACARE, Waterborne TP);
12) participation o the work of the transport advisory group.
