Objectives:In this theme determined for European Community action, the overarchning aim is to provide support for:
- research activities carried out in different forms of trans-national cooperation across the European Union and beyond, in the field of health. Transnational research will be emphasised whereby basic discoveries can be translated into clinical applications and new therapies for the promotion of health for children, healthy ageing, diagnostics tools and medical technologies, as well as sustainable and efficient healthcare systems.
improving the health of European citizens, increasing the competitiveness and boosting the innovative capacity of European health-related industries and businesses, while addressing global health issues including emerging epidemics.

The activities that will be addressed within the 'Health' theme in the 'Cooperation' Specific Programme include research essential to policy requirements and strategic issues. Child health and health of the ageing population will receive specific attention. Long-term research agendas, such as those established by 'European Technology Platforms', will be supported where relevant. To complement these, and respond to new policy needs, additional actions may be supported in the areas of health policy issues and occupational health and safety.
Activities that are eligible for support are:
1. Biotechnology, generic tools and medical technologies for human health
?his activity aims at developing and validating the necessary tools and technologies that will make possible the production of new knowledge and its translation into practical applications in the area of health and medicine.
- high-throughput research to catalyse progress in fundamental genomics by enhancing data generation and improving data and specimen standardization, acquisition and analysis;
- visualisation and analytical tools for detection, diagnosis, monitoring and prognosis of diseases, and for support and guidance of therapeutic interventions. Non - or minimally invasive and quantitative methods and quality assurance aspects will be emphasized;
- biological markers, targeting and delivery approaches, in vivo and in vitro methods and models, and alternatives to animal testing for predicting suitability, safety and efficacy of therapies;
- innovative therapeutic approaches and intervention to ensure further developments in advanced therapies and technologies with broad potential application.
2. Translating research for human health
This activity aims to increase knowledge of biological processes and mechanisms involved in health and in specific disease situations, to transposing this knowledge to clinical applications and to ensure that clinical data will guide further research.
- integrating biological data and processes. The vast amount of data needed to elucidate the function of genes and gene-products and their interactions in complex regulatory networks in all levels of organization will be generated by means of high-throughput technologies. Multidisciplinary research that will integrate a wide variety of biological data, will be applied to understand and model biological processes in all relevant organisms.
- research on the brain and related diseases, human development and ageing. The focus will be on gaining a global understanding of brain activity by exploring both brain functions ranging from molecules to cognition, and brain dysfunctions, such as synoptic impairment and neurodegeneration. Research will address neurological and psychiatric diseases and disorders, as well as age-related illness.
- translating research in infectious diseases to address anti-microbial drug resistance, to confront the major threats of HIV/AIDS, malaria and tuberculosis to public health, as well as hepatitis, and potentially new and re-emerging epidemics.
- translating research in major diseases, including cancer, cardiovascular disease, diabetes and obesity; rare and other chronic diseases, such as arthritis, rheumatic and musculo-skeletal diseases and respiratory diseases induced by allergies, to develop patient-oriented strategies from prevention to diagnosis.
3. Optimising the delivery of health care to European citizens
This activity aims at providing the necessary basis both for informed policy decisions on health systems and for more effective and efficient evidence-based strategies of health promotion, disease prevention, diagnosis and therapy.
- translating the outcome of clinical research into clinical practice. Special attention will be given to adverse effects of medication and patient safety, and to foster applications of evidence-based medicine and patient empowerment.
- learning from the experience of other health care systems and their sustainability, improve the quality, efficiency and solidarity of health care systems including transitional health care systems and home-care strategies by translating effective interventions into management decisions.
- for enhanced disease prevention and better use of medicines, to provide evidence for the best public health measures in terms of life styles, work and living circumstances and to address wider determinants of health (such as stress, diet, tobacco, alcohol and other substances, cultural context and environmental factors).
- appropriate use of new health therapies and medical technologies through long-term and effectiveness monitoring, as well as assessment of their large-scale use, to ensure a high level of protection and benefit for public health.
Implementation:The work programme is structured according to the three main activities of the 'Health' theme and aims to ensure continuity with the activities launched in the Sixth Framework Programme, as well as start new activities within budgetary constraints. The content of the research topics reflects the input received from different sources, including the 'Advisory group' for the 'Health' theme, the 'Programme committee' and numerous scientific conferences and workshops.
Aside from the area of alternatives to animal testing, which support important European Community policy needs, the priority dedicated to 'Predicting suitability, safety and efficacy of therapies' will be implemented entirely through the 'Joint technology initiative for innovative medicines'. Coordination of national and regional research programmes will be supported through strategically important topics which will be subject to joint calls for ERA-NETs across the themes. Potential funding for the continuation or widening of current ERA-Net activities will be addressed, following a thorough analysis of on-going projects and experiences with joint calls.
- Cross thematic approaches
Synergy and complementarity will be ensured with the Specific Programme 'Capacities', as well as with other research themes within the Specific Programme 'Cooperation'. In particular complementary actions to:
- 'Food, agriculture and fisheries, bio-technology' theme are proposed, regarding system biology, factors impacting health in relation to zoonoses, allergies and obesity;
- 'Information and communication technologies' theme are expected to develop medical information technologies and activities related to patient safety and virtual physiological human;
- 'Nanosciences, nanotechnologies, materials and new production technologies' are proposed in the sectors related to biomaterials for health applications and nanomedicine including nanotoxicology;
- 'Environment' are proposed, on alternatives to animal testing and cancer.
- Funding schemes
The work programme will be implemented on the basis of calls for proposals through a range of funding schemes:
- 'Collaborative projects'
- 'Collaborative projects for specific cooperation actions dedicated to international cooperation partner countries' (SICAs)
- 'Coordination and support actions' (CSAs)
- research for the benefit of specific groups, such as small- and medium-sized enterprises (SMEs).
In addition, some activities may be taken forward through public procurement procedures (calls for tenders), which will help the Commission to prepare new initiatives in a targeted manner and will complement the bottom-up approach offered by calls for proposals.
- SME relevant research
The 'Health' theme emphasises the importance of innovation and the integration of SMEs in health research projects, in order to ensure that knowledge is disseminated and translated into new therapies and clinical practice. SME efforts are particularly encouraged in specific topics for 'Collaborative projects' targeted for SMES.
- International cooperation
International cooperation is an integral part of the 'Health' theme and project consortia in all areas are encouraged to include organisations from third countries, especially from the 'International Cooperation Partner Countries' (ICPC) and from countries with Scientific and Technological (S&T) cooperation agreements with the European Union. Funding will be provided to participants from ICPCs, whereas funding for organisations from industrialised third countries may be provided on a case basis. More specifically, international cooperation will be implemented through two mechanisms:
- Opening of all activities of the 'Health' theme to international cooperation. Third country participation is particularly emphasised in the areas addressing global health problems.
- Specific International Cooperation Actions (SICAs) which aim to generate, share and use knowledge through research partnerships with third countries, in the areas identified through bi-regional dialogues with third countries and international for a, on the basis of mutual interest and mutual benefit. Collaborative projects dedicated to SICA must involve at least two participants from two different Member States or Associated countries and at least two partners from two different ICPCs.
- Dissemination actions
Special attention will be given to communicating research outcomes and engaging in dialogue with civil society, in particular with patient groups, of the new developments arising from biomedical and genetics research. A wide dissemination and use of the results will be supported through the integration of dissemination and knowledge transfer actions within the projects and initiatives to foster dialogue and debate on scientific issues and research results with a broader public beyond the research community. Open access to publications of research results is strongly encouraged.
- Integration of ethical, social, legal and wider cultural aspects
Ethics has a special relevance in the 'Health' theme, as it implies research involving human beings, use of human embryonic stem cells and other biological materials of human origin, and research animals. All applicants will be requested to address the potential ethical aspects of the proposed research regarding its objectives, the methodology and the possible implications of the results.
Experts in ethics, law and social sciences are encouraged to participate actively in research projects whenever appropriate. Transdisciplinary collaboration between all stakeholders should allow for mutual education and dialogue, and ensure that ethicists have the means to continuously assess the societal relevance and adequacy of their analysis and evaluation.
- 'National Contact Points' (NCP)
A network of 'National Contact Points' is instrumental for providing access to FP7 calls, and to lower the entry barrier for newcomers and raise the average quality of submitted proposals.
- Risk-Sharing Finance Facility (RSFF)
In addition to direct financial support to RTD actions' participants, the Community will improve their access to private sector finance by contributing to the 'Risk Sharing Finance Facility' (RSFF), which has been established by the European Investment Bank (EIB).
General information:The sequencing of the human genome and the recent advances in post-genomics and translational health research have resulted in vast amounts of data and a requirement for understanding the underlying biological processes and development of key technologies. This necessitates the bringing together of critical masses of various expertise and resources at a pan-European level with a view to developing knowledge and contributing more effectively to international efforts to combat diseases of global importance.
Clinical research on many diseases, particularly those involving rare disorders and associated with ageing, relies on international cooperation for multi-centre trials to achieve the required number of patients within a short time-frame. Epidemiological research requires a large diversity of populations and international networks to reach significant results. In addition, performing health policy-driven research at European level enables comparisons to be made of the models, systems, data and patient material held in national databases and biobanks.
Strong European Union-based biomedical research will help to strengthen the competitiveness of the European healthcare biotechnology and pharmaceutical industries. Research-based SMEs are the main economic drivers of the healthcare biotechnology and medical technology industries and research efforts at the EU level will facilitate their development.
EU research will also contribute to the development of new norms and standards in order to set up an appropriate legislative framework for new medical technologies (e.g. regenerative medicine). European research and innovation in the field of alternative testing strategies, in particular non-animal methods, will ensure global leadership in addressing public and stakeholder concerns about the continuing use of animals in biomedical research and could, in addition, provide a market for certain sectors of industry.
Research activities carried out within this framework should respect fundamental ethical principles, including those which are reflected in the Charter of Fundamental Rights of the European Union.
