Objectives:In this theme determined for the Community action, the overarching aim is to:

- research activities carried out in different forms of trans-national cooperation in different forms across the European Union and beyond, and address major challenges confronted by energy systems;
- adapt the current fossil-fuel-based energy system into a more sustainable one, less dependent of imported fuels, based on multiple and in particular renewable and non-polluting energy sources and carriers. Emphasis will be placed on developing less- and non-CO2 emitting energy technologies and on enhancing energy efficiency by rationalising use and storage of energy. The pressing challenges of energy supply security and climate change will be adressed, whilst increasing the competitiveness of Europe's energy industries.

The main research activities of the 'Energy' Theme in the Specific Programme 'Cooperation' intend to develop a more sustainable energy system for Europe, thereby addressing pressing challenges in terms of the security of energy supply, climate change and industrial competitiveness.

- Hydrogen and fuel cells

The integrated research and deployment strategy developed by the European Hydrogen and Cell Technology Platform provides the basis for an action programme for transport, stationary and portable applications. The programme aims at providing a strong technological foundation for competitive EU fuel cell and hydrogen supply and equipment industry.

The industrial applied research, demonstration and cross-cutting activities of the programme will be implemented through a Joint Technology Initiative. This strategically managed, goal-oriented action will be complemented and closely coordinated with more upstream collaborative research effort targeting breakthrough on critical materials, processes and emerging technologies.

- Renewable electricity generation

Research aims to increase overall conversion efficiency and enhance process reliability, driving down the cost of electricity production from indigenous renewable energy resources, including bio-degradable fraction of waste; further reduce the environmental impact and eliminate existing obstacles. Emphasis will be placed on photovoltaics, wind and biomass, including CHP. Moreover, research will aim at developing and demonstrating integrated technologies for electricity production from renewables, suited to different regional conditions where sufficient economic and technical potential can be identified.

- Renewable fuel production

Research, development and demonstration of improved fuel production systems and conversion technologies for the sustainable supply chain of solid, liquid and gaseous fuels from renewable energy sources (including biomass and wastes). Emphasis will be placed on new types of bio-fuels for transport and electricity, in addition to new production, storage and distribution routes for existing bio-fuels. Aiming to deliver "source to user" carbon benefits, research will focus on improving energy efficiency, enhancing technology integration and use of feedstock. Issues such as feedstock logistics, pre-normative research and standardisation for safe and reliable use in transport and stationary applications will be included.

- Renewables for heating and cooling

Research, development and demonstration of technologies and devices, including storage technologies to increase the potential of active and passive heating and cooling from renewable energy sources to contribute to sustainable energy supply. The aim is to achieve cost reductions, increase efficiencies, further reduce environmental impacts, ensuring their use in different regional conditions where sufficient potential can be identified. New systems and components for industrial applications such as thermal seawater desalination, district and dedicated space heating and cooling, building integration and energy storage are targeted.

- CO2 capture and storage technologies for zero emission power generation

Fossil fuels will inevitably continue to contribute a significant share to the energy supply chain for decades to come and, therefore, drastic reductions of the adverse environmental impacts of fossil fuel use are needed through highly efficient and cost-effective power and heat generation with near zero emissions. Research, development and demonstration of efficient, cost-effective and reliable CO2 capture and storage technologies, in particular underground storage, are crucial across different types of CO2 geological reservoirs.

- Clean coal technologies

Coal fuelled power plants remain the workhorse of electricity generation worldwide, but they have considerable potential for further efficiency gains and, importantly, emissions reductions. To remain competitive and contribute to the conservation of resources, research, development and demonstration of clean coal and other solid hydrocarbons conversion technologies will be supported, as well as conversion technologies both for existing and future power plants.

- Smart energy networks

For electricity and gas systems and networks, the goal of transforming the current grids into a resilient and interactive service network, of controlling the real time flows and removing the obstacles to large-scale deployment of renewable energy sources and distributed generation necessitates research, development and demonstration of key enabling technologies.

- Energy efficiency and savings

The vast potential for final and primary energy consumption savings and improvements in energy efficiency need to be harnessed through research, optimisation, validation and demonstration of proved and new concepts for buildings, services and industry. This includes combination of sustainable strategies and technologies for increased energy efficiency, the use of renewable energy, co- and poly-generation as well as the integration of demand management measures and devices at large scales in cities and communities. A key aim is the optimisation of the local community energy system and to balance a significant reduction in energy demand with the most affordable and sustainable supply solution.
% - LKnowledge for energy policy making

Development of tools, methods and models to assess the main economic and social issues related to energy technologies and to provide quantifiable targets and scenarios for medium- and long-term horizons. Activities will include the building of databases and scenarios for an enlarged EU and the impact assessment of energy and energy-related policies on supply security, in addition to the energy industry and issues of public acceptability.

Implementation:- Cross-cutting and cross-thematic approaches

Due attention will be paid to ensuring there is effective coordination between the priority themes, and to scientific areas which cut across themes. Integrated actions that cut across or exploit the synergies between different research activities of the Cooperation Programme and other Specific programmes will be implemented in cooperation with the relevant themes.

- Industrial participation and SME relevant research

Strong industrial participation in research and demonstration activities has been instrumental in the creation of new industrial sectors, in particular in the area of renewable energy systems, and in placing European industries at the forefront of industrial innovation. The strategy in the 'Energy' Theme is to encourage further SME participation through the continuation of on-going activities. Dissemination events and the identification of topics particularly suitable for SMEs will continue. Topics open for proposals will indicate whether there is a particular relevance for the participation of SMEs. In addition, Specific Actions aimed at bringing together SMEs in the energy sector will follow on from the FP6 Economic and Technology Intelligence (ETI) projects.

- Coordination of Non-Community Programmes

The action undertaken in this field will make use of two main tools, the ERA-NET scheme and the participation of the Community in jointly implemented national research programmes. It may cover subjects not directly linked to the theme in so far as they have sufficient added value. Where the actions are within the scope of one of the themes, they will be supported as an integral part of the activities under that theme. Where the actions are of a horizontal nature or not directly linked to the ten themes, they will be supported jointly across all of the relevant themes.

- International cooperation

Given the global nature of the challenges, threats and opportunities, international collaboration is an increasingly important element in energy research. Therefore, all activities carried out in the 'Energy' Theme are open to researchers and research institutions from third countries and strong efforts will be made to encourage them to seize this opportunity, in particular, International Cooperation Partner Countries (ICPC) and countries with whom the EU has a Scientific and Technological Cooperation agreement.

Specific actions will support strategically important multi-lateral cooperation initiatives, such as International Partnership for Hydrogen Economy (IPHE), the Carbon Sequestration Leadership Forum (CSLF) and the Johannesburg Renewable Energy Coalition (JREC). Other specific actions will be supported, addressing issues such as the environmental consequences of energy policies, energy supply inter-dependency, technology transfer and capacity building, and will engage emerging economies with significant energy needs.

- Integration of the socio-economic dimension and societal concerns

To become the most advanced knowledge-based society in the world, Europe must create a social and cultural environment conducive to successful and exploitable research. Therefore, legitimate societal concerns and needs have to be taken on board, entailing an enhanced democratic debate with a more engaged and informed public and better conditions for collective choices on scientific issues.

Wherever possible, actors in the energy field will be encouraged to develop science in society perspectives from the beginning of the conception of their activities. Where appropriate, cross-thematic partnerships, particularly with the "Science in Society" activity in 'Capacities' Specific Programme, will be established, focusing on actions and measures of mutual benefit, highlighting synergies and helping bridge the gap between topical areas in science and technology and society's interests.

In addition to direct financial support to participants in RTD actions, the Community will improve their access to private sector finance by contributing financially to the 'Risk-Sharing Finance Facility' (RSFF) established by the European Investment Bank (EIB). The Community contribution to RSFF will be used by the Bank, in accordance with eligibility criteria set out in the Work Programme 'Cooperation'.

A network of 'National Contact Points' is instrumental for providing access to FP7 calls, and to lower the entry barrier for newcomers and raise the average quality of submitted proposals.

General information:Alarming trends in global energy demand, the finite nature of conventional oil and natural gas reserves and the need to dramatically curb emissions of greenhouse gases causes an urgent need to identify and develop adequate and timely solutions. In this context, energy research is an important contribution towards ensuring affordable energy costs for citizen and industries. Research and demonstration activities are necessary to provide the most environmentally sound and cost-effective technologies and measures enabling the EU to meet its targets under the Kyoto Protocol and beyond and to implement its energy policy commitments

Europe's global leadership in energy generation and energy efficiency technologies is challenged by severe competition (in particular by the US and Japan), thus requiring considerable research efforts and increased engagement in international cooperation in order for Europe to maintain and develop its leading position.

Radically transforming the energy system into a less- or non-CO2 emitting, reliable, competitive and sustainable energy system requires new technologies and new materials with risks that are too high for private firms to provide all the investment needed for research, development, demonstration and deployment. Public support should therefore play a key role in mobilising private investment and European efforts. Resources should be combined in a coherent and more effective manner, to compete with economies that are investing consistently in similar technologies. Research efforts carried out in this context will be mobilized in a coordinated manner by European technology platforms.

The strategic research agendas and deployment strategies developed by European Technology Platforms are an important input for the research priorities in the Theme. Such platforms are established on hydrogen and fuel cells as well as photovoltaics; and the concept is being extended to bio-fuels, zero emission power generation, future electricity networks and other energy-related areas. Actions to enhance the coordination of national programmes will be pursued whenever appropriate.

Increasing efficiency throughout the energy system, from source to user, is essential and underpins the whole of 'Energy' Theme. Given their important contribution to future sustainable energy systems, renewables and end-use efficiency will be the major part of this Theme. Particular attention will be paid to stimulating research, development and demonstration of capacity building in this area. Synergies with the Intelligent Energy - Europe Programme component of the Competitiveness and Innovation Framework Programme will be fully exploited in this regard. The potential for future large-scale initiatives integrating funding from various sources will also be explored.

Research activities carried out within this framework should respect fundamental ethical principles, including those which are reflected in the Charter of Fundamental Rights of the European Union.
