This detailed document provides the evaluation framework for the SAMPO project. The main goal of SAMPO is to assess the added potential and the effectiveness of telematics technologies to provide demand responsive transport services (DRTS).
Test sites within the project are representative firstly, of the use of telematics in DRTS to provide public transport services in urban and rural locations and secondly, for the use of particular groups of users such as the elderly and disabled.
Test sites within SAMPO are located in five European Member States. The sites are Seinäjoki and Tuusula (Finland); Hasselt (Flanders); Kilkenny (Ireland); Florence and Campi (Italy); and Gothenburg (Sweden).The deliverable provides a detailed blueprint by which the SAMPO demonstrations will be evaluated and managed during 1996/97.
The Evaluation Plan is based on the guidelines provided for demonstration projects in the 3rd Framework by the CORD project, and in the 4th Framework by the CONVERGE project.
The Evaluation Plan begins by detailing the overall scheme assessment and more specific ATT objectives of each of the principal organisations at each of the test sites, the scope of the evaluation to be undertaken, and the expected impacts from each of the ATT technologies to be implemented at each of the test sites.
Section 5 of the Plan details the indicators which will be used to evaluate DRTS at each of the test sites.
Local Evaluation Managers have selected those which they consider most appropriate to their demonstrations and assessment objectives, and which are considered useful on a European Evaluation level. These are also given in Section 5.
Section 6 of the Plan provides an overview of each of the test sites and provides the detailed timescale for implementation of the demonstrations and for undertaking surveys.
Details of data collection methods and sample sizes for each test site area are also provided, as are guidelines for data collection techniques.
