Cooperation for Novel City Electronic Regulating Tools
Project Summary
CONCERT envisages the use of smart demand management tools to promote public modes of travel instead of car usage. The project will build on previous successful pilot systems (GAUDI). A co-ordinated European demonstrator is planned, based on multiple sites to measure the strength of different techniques (tariff incentives, road-use management/restraint and traveller information). Combining smart card and information technologies, CONCERT will facilitate access and payment in a mutlimodal multiservice system integrating payment and operational service data. It will demonstrate:
- increased card intelligence (secure connectivity, convenience and reward) for modal shift integrated payment oriented to modal shifts - refined and generalised smart road-use management tools - the importance of integration of payment and information for increasing the convenience and awareness needed to generate modal shifts to collective transport. An important element of the project is transferability, as it applies to varying sizes of city, mobility service tariffing and organisation, levels of car use, etc. Transferability, together with travel behaviour and acceptance will be tested in conjunction with the DGVII project CONCERT-P.
Working in partnership with industry and European initiatives, the cities participating in CONCERT will promote the convergence on urban smart card applications. These applications are needed to build a market of increasing global importance, which European industry has so far led, to a critical size. As part of this process account will be taken of the needs for standards in both the transport and banking sectors

Users
The users consist of travellers on private and public transport, public transport and road operators, and local authorities.
Approach
The development is based on IC cards, portables and reader devices, supporting technologies for enforcement and actuation sensors, and terminals for traveller information and service purchase.

Contribution to EU Policies
This work will help Europe in maintaining an industrial lead in a key technology sector, which implies improved employment opportunities, and it will achieve transport goals in partnership with banking sector requirements.
