Objectives of research

Main objectives:

One of the main objectives is to bring together experts from all relevant parties involved in European shipping. This network would establish a unique knowledge about the assessment of safety and environmental impact of ships. A common understanding will be created in Europe of how approaches to risk assessment and environmental impact can be applied to shipping, e.g. as adequate basis for future safety and anti-pollution regulations or for more flexibility in ship safety design. The concerted action intends to contribute to the harmonization of European activities in regulating shipping transport. In order to serve those general goals the concerted action has the following particular objectives. A common knowledge about the current state of the art of assessing risk and environmental impact of ships will be established. Contacts to relevant initiatives and project consortia investigating into formal risk assessment approaches will be established and maintained to collect the different view points. Other industries will be reviewed with respect to the applicability to ships. It is envisaged to identify all the aspects which have to be considered when assessing risk and environmental impacts from ships. This involves for instance the availability and applicability of assessment methods, the problem of implementing the human factor, requirements for data format and collection, consideration of the environmental sensitivity of marine areas. Other important aspects to be clarified relate to objectives and requirements to be met from potential future users of formal risk assessment approaches, such as shipping industry, flag states and administrations involved with waterborne present and future traffic regulation. On the way to a commonly understood and accepted approach in assessment of both risk and environmental impact of ships the concerted action also aims at identifying and specifying necessary further developments.
