Objectives of research
Main objectives:
The aim of this project is to establish a common method for evaluating and improving human management in order to increase safety and reliability for European cross-border railway lines. A risk-based approach will be adopted in this project to ensure that the effort associated with standardising rules and procedures is directed at those aspects of railway operations which are most critical in terms of the risks that could arise if human errors occur. This will imply more specifically: - to select scenarios, relevant for cross-border operations, using hazard and risk analyses; - to perform a survey and develop a framework and toolset for the analysis of human aspects of railway operations, taking into considerations the balance between safety systems and increased traffic; - to analyse existing rules and procedures of different countries for cross-border operations and identify contradictory and inadequate rules and procedures as well as their associated risks; - to propose modifications and harmonisation of rules and procedures to minimise risk and maximise reliability of train operations; - to exchange and discuss the respective results from HUSARE work packages with HEROE representatives; - to define tools and techniques for general risk analyses of cross-border operations with particular reference to future structural changes in railway operations.

Links with other projects, tasks, areas, programmes, policy actions: This project has a strong relationship to the HEROE project. The tools and techniques developed during the HUSARE project can be utilised by HEROE as part of the risk assessment of the proposed ERTMS rules which will be performed during that project.
