Objectives of research
Main objectives:
The main objective of LIBERAIL is to make manifest the new potential of rail transport under the influence of liberalisation of the use of infrastructure. The overall workplan consists of five main tasks as follows: Task 1: Analyse the consequences of implementing Directive 91/440 (transit and access rights of railway infrastructure), recently supplemented by Directives 95/18 (licence of operators) and 95/19 (allocation and charging of capacity). Task 2: Examine performance of new operators, changes in modal split, offer of new services. Task 3: Analyse impact on interoperability, cost of using infrastructure and level of service. Task 4: Evaluate results to date from the Directives and assess medium and long term effects. Task 5: Propose corrective measures if needed and new initiatives.

LIBERAIL takes into account the existence of the other on going project called EUROPE-TRIP (European Railways Optimisation Planning Environment - Transportation Railways Integrated Planning). Concertation between LIBERAIL and EUROPE-TRIP will be made in order to avoid duplication of work.
