Objectives of research

Main objectives:

a) Quantify the impact of road freight travel reduction strategies and analyse their wider impacts in order to highlight barriers to implementation and find ways of making the strategies more acceptable. b) Assess the extent to which pricing and other travel reduction strategies may affect infrastructure financing and cost recovery plans, with particular emphasis on road TENS c) Produce a draft Action Plan of policy packages to reduce road based travel, covering all levels of decision making. Ensure it is flexible enough to be applicable to apparent parts of the EU. Get responses from potential users and then produce the final Action Plan. Road travel reduction strategies can have positive impacts on travellers (such as less congested commuting time), and on the whole community (reducing environmental externalities). But if decision makers believe negative impacts may be large, or the financial costs are disproportionate, then road travel reduction strategies may not be implemented. The START project will cover road travel in all its forms: passengers and freight, local/urban and regional. Information from travel surveys and elasticities studies will be used to provide a basic framework of trip types and likely responses to cost or supply changes. This will be supplemented by ‘micro’ case studies showing how individual companies have tried to reduce road travel through use of telecommunications or mobility management schemes. Two key elements of the project are an emphasis on quantification and on long term effects of road travel reduction policies. To provide the quantification, outputs from multimodal transport models will be used to supplement other sources. To analyse longer term effects, the South East of England, which suffers from widespread inter urban and urban congestion, will be used as a ‘laboratory’ of how land use and transport changes interact over time.
