The European Commission, DG XXIII, has published a call for proposals for actions within the framework of its proposed multiannual work programme in favour of cooperatives, mutual societies, associations and foundations in the Community. This programme is expected, once formally adopted, to dispose of a budget of ECU 2.5 million for 1997. The Commission is presently implementing a transnational and innovative preparatory action aimed at: - A) Improving the economic and social performance of cooperatives, mutual societies, associations and foundations, in particular with regard to dynamism and entrepreneurial initiative, in order to stimulate employment, local development, social innovation, economic and social cohesion and the participation of citizens, through international partnership and cooperation; - B) Improving the operating environment of cooperatives, mutualities, associations and foundations, notably with regard to financial and legal aspects, taxation, technology, research, training and their capacity to take part in Community programmes. Within this context, the Commission intends to co-finance projects which are consistent with the above-mentioned priorities and with the overall recommendations of the proposed multiannual work programme. The following may submit projects or participate as partners: - Cooperatives, mutual societies, associations, foundations and similar bodies in the European Community and their unions and/or federations at national or European level; - Organizations and individuals of the European Community which are thoroughly experienced in providing advice and support to the enterprises in question and which can show evidence of such competence.
