Creation of National Observatories to assist reform in vocational education and training in the Central and Eastern European countries

The partner countries in Central and Eastern Europe (CEECs) and the New Independent States (NIS) and Mongolia are in the process of reforming their vocational education and training systems, in order to be able to respond to the changing needs of the labour market.

The partner countries in Central and Eastern Europe (CEECs) and the New Independent States (NIS) and Mongolia are in the process of reforming their vocational education and training systems, in order to be able to respond to the changing needs of the labour market.

Supporting this reform is a critical element in EU policy towards these countries, and the EU is assisted in this process by the European Training Foundation (ETF), mainly within the framework of the PHARE and TACIS programmes. The ETF aims to provide accurate, up-to-date information, and examples of best practice in vocational education and training systems.

In order to facilitate this flow of information a National Observatory network has been created. These National Observatories are designated by their national authorities to gather and analyse information on vocational education and training. They provide knowledge and expertise in the field to their national government and other key players.

Through this network, the partner countries receive information and examples of best practice concerning vocational training in the EU, while the EU benefits from establishing links in the partner countries and supporting the reform process.
