Research activities related to the authorization of plant-protection products

The European Commission, DG VI, has published a restricted invitation to tender relating to the coordination of research activities in respect of the authorization of plant-protection products. The services provided will be used directly in decision-making on active substances and plant-protection products.

The research activities relate to the further coordination of the review programme for existing and new plant-protection products which started in 1996. This review has been undertaken in the context of Directive 91/414/EEC concerning the placing of plant-protection products on the market, and Regulation (EEC) No 3600/92 which laid down the detailed rules for the first stage of the re-evaluation programme provided for in the Directive.

The work required will involve organizing, chairing and reporting on meetings of a highly technical and scientific nature with experts from the competent authorities of the Member States, and will require significant scientific and technical input to these meetings. The content of the work will be as follows:

- To develop four guideline documents concerning the evaluation of plant-protection products, which may relate to any of the scientific disciplines outlined below;
- The preparation of the necessary scientific and technical dossiers for the decision-making procedure in the Standing Committee on Plant Health. These will be prepared in cooperation with the experts from the competent authorities of the Member States, and will cover all the following technical disciplines:
. Physical, chemical and biological properties;
. Agricultural practice;
. Toxicological impact on human and animal health;
. Estimation of residues in food and feed;
. Fate and behaviour in the environment
. Effects on non-target species;
. Methods of analysis;
. Classification and labelling.

The Commission will invite up to five of the candidates to submit full tenders, on the basis of the response to the present invitation.
