The project, launched in February 1996, aims to establish a network linking universities, institutions, enterprises and users across the world to provide opportunities for learning and working on-line.

The project partners are now providing a wide range of courses on-line in the following fields:

- Health care;
- Animal health;
- Business studies;
- Languages;
- Information Technology;
- Multimedia;
- Arts and culture.

Café Mondial members can provide or attend general and professional training, as well as training for university degrees. Members can also supply, or shop for, media, hardware and software. Café Mondial centres have also been established, where members and visitors can learn how to use modern communication tools critically, creatively and efficiently for their own needs.
