Launch of the EU-PHARE CREDO programme

The EU-PHARE CREDO programme has been launched for the development of border regions between Central European countries (CECs) and between CECs and the New Independent States (NIS). The objectives of the programme are to promote good neighbourliness, social stability and economic development in these border regions.

This call for proposals follows a pilot round launched in summer 1997 and has a budget of ECU 7.7 million. Two types of projects will be funded:

- "Soft projects" that involve cooperation in learning exchanges, expert advice, economic and trade development and information exchange. The total EU contribution will be 90% of project costs;

- "Hard projects" that involve small-scale infrastructure, provided that the infrastructure is an integral part of a broader cooperation project. The total EU contribution will be 80% of project costs.

Eligible activities range widely and include activities in the field of economic development, urban and regional services, human resources, environment and local and regional government. Infrastructure projects may also be considered for support, however commercial projects will not be financed.

Eligible applicants are CEC non-profit organizations located in the 36 eligible border regions. They must be locally accountable and may be public or private sector. Examples include local administrations, chambers of commerce, educational institutions and non-governmental organizations.
