The European Commission has adopted a proposal for the participation of Latvia in Community programmes in the fields of training, education and youth. This proposal needs to be adopted by the Council, before a final decision can be taken by the Association Council, which brings together the Council and the Latvian government. Under the proposal, Latvian entities could participate in the LEONARDO DA VINCI, Youth For Europe and SOCRATES programmes for their duration. The proposal lays down the terms and conditions, as well as the specific and quantified objectives of their participation in the programmes. The level of financial contributions from Latvia to the programmes' budgets is also proposed at ECU 1.15 million from which ECU 75,000 will cover supplementary administrative costs, related to the management of the programme by the Commission, stemming from Latvia's participation. The aim of opening up these programme to Central and Eastern European countries includes bringing similar benefits to those enjoyed by EU Member States to these countries, and ensuring that they are familiar with EU policies and working methods, in view of their future accession.
