The European Commission, DG XI, has published an invitation to tender for a study to review public participation in the Environmental Impact Assessment (EIA) and the Strategic Environmental Assessment (SEA) process in the Member States of the EU. The objective of the study is to: - Give an overview of how requirements of the EIA Directive as amended, and of the ESPOO Convention for Public Participation, have been formally transposed into national law and of the extent to which this transposition is complete; - Assess the effectiveness of public participation practices in the EIA and SEA processes in the Member States and identify opportunities for improvement; - Identify methodologies for public participation and evaluate their effectiveness in the context of EIA and SEA; - Recommend further actions and prepare public participation guidance.
