A Decision establishing the Community action programme, the European Voluntary Service for Young People (EVS), has recently been published in the Official Journal. The programme, which will run for two years, aims to promote transnational cooperation in the field of voluntary service and will come within the general objectives for Community cooperation in the field of youth as set out in the Youth For Europe programme.

Young people between the ages of 18 and 25 from the EU Member States and associated countries will now have the opportunity to spend periods from six months up to one year in another EU Member State or in a third country. The main features of the programme are as follows:

- Supporting short-term or long-term transnational activities of benefit to the community;
- Supporting activities intended to foster partnerships based on the EVS and on innovative network activities;
- Supporting measures and projects intended to build on the experience of young volunteers;
- Developing and supporting appropriate preparation to ensure high-quality projects;
- Supporting the quality of all the activities of the programme and the development of their European dimension.

The total budget for the programme will be ECU 47.5 million and the Commission will be assisted by a committee composed of representatives of the Member States and chaired by a representative of the Commission in the implementation of this programme. The Commission will ensure in particular access to the programme without discrimination and consistency and complementarity between other Community measures in the field of youth.
