A report entitled "Domesticating the World Wide Webs of information and communication technology" has recently been published by the European Commission, DG XII, within the framework of the COST initiative for European cooperation in the field of scientific and technical research. COST Action A4 addressed the social shaping of telematics and rural development and compared Denmark, Norway and Switzerland.

The publication describes technology policy and the construction and shaping of information and communication technologies in rural communities. It aims to increase understanding of local processes present in the social shaping of technological possibilities, and the way in which the technological is interwoven with the social.

It contains a collection of papers selected from international workshops organised by those involved in the COST Action. It is divided into a series of sections covering the following:

- Part 1 addresses the agendas of national policies in this area and the question of making the global village local;
- Part 2 is devoted to case studies, experiences and reflections, summarising findings in this field, nation-specific characteristics of the projects and proposals for further work;
- Part 3 concentrates on theories and methodologies which are important for assessment of research in the future;
- Part 4 summarises the main results of the project.
