A mid-term report on activities carried out within the Community programme concerning safety, hygiene and health at work between 1996 and 1998 has recently been issued. One of the major achievements during this period was the setting up of the European Agency for Health and Safety at Work in Bilbao, Spain, which is now fully operational and will work closely with the European Foundation for the Improvement of Living and Working Conditions in Dublin, Ireland. Its mission is to provide relevant scientific, technical and economic information on work conditions and health and safety in the workplace.

The report details actions taken for the Safety Actions For Europe (SAFE) programme and underlines the Commission's concern that this programme of non-legislative measures to promote health and safety at work remains unadopted. Discussions will continue on this issue to encourage progress and the question of input into the programme from either the Bilbao Agency or the Dublin Foundation will also be assessed. An overview of the transposition of relevant legislation in the field of health and safety is also provided, as well as a section devoted to legislation which has been updated in this field during the period of assessment.

The report outlines priorities for the next four years of the programme, which include:

- Making legislation more effective;
- Preparing for enlargement;
- Strengthening the link with employability;
- Focusing on new risks.
