A third round table of bankers and SMEs has recently been inaugurated by the European Commissioner for enterprise policy, Mr Christos Papoutsis, with the aim of improving relationships between the two parties. This new round table will adopt a slightly different approach to that of its predecessors, and will include an expanded membership to capture expertise in risk capital, mutual guarantees and the role of regional development agencies. The European banking associations will also be involved for the first time, as will several public development banks.

The round table will focus mainly on start-up and early stage financing, with the aim of complementing other Commission initiatives in this area, and reinforcing the Commission's efforts to stimulate enterprise and employment creation. It will also devote some time to examining issues related to financing the transfer of enterprises and trans-national financing.

A series of monthly workshops, bringing together experts in the field, will begin in November 1998 and run through to July 1999. These will not only seek to identify best practices as with previous initiatives, but also to find new ways in which the resources of SMEs and providers of finance can be more effectively combined to improve SMEs' access to finance.
