A third call for proposals is planned for 1993 in the context of the specific research and technological development programme in the field of the life sciences and technologies for developing countries (STD 3, 1990-1994). The call will cover both Area I (Improvement of living standards) and Area II (Improvement of health). STD 3, with an overall budget of ECU 110 million, aims to increase cooperation between scientists in Europe and in developing countries in these areas. To ensure maximum efficiency, the programme is focussed on major development problems, and covers: - Tropical and sub-tropical agriculture (including fisheries); - Medicine, health care and nutrition in tropical regions; - Special attention is also devoted to interface activities such as research on nutrition, zoonosis or irrigation. All types of research (basic, applied, strategic or appropriate) are eligible under STD 3. Each project must include at least two teams from different EC Member States and one or more teams from developing countries, creating multiple North-South cooperation links. The main concept underpinning the Community's development scheme is sustainable development. Hence, protection of the environment, management of resources, and the lasting and non-harmful nature of the solutions studied are decisive criteria in the selection of research projects. A first call under STD 3, published in mid-1991, resulted in 900 proposals from which the Commission selected 154 projects for funding. Contracts for these projects are under negotiation. The deadline for the second call was set at 30 November 1992. A third call is expected to be made during 1993, with a final date for the reception of proposals in September 1993 (to be announced in the Official Journal of the European Communities).
