With little previous analysis of the effects of regulation on the competitiveness of European industry and on its capacity to innovate, the Institute of Prospective Technological Studies of Seville has published the papers of a workshop on the topic in January 1998.

These papers deal with methodological questions and, in particular, the impact of chemical and European single Market regulations on innovation.

The volume comprises seven papers:

- "The project on the 'Impact of EU Regulations on Innovation', which describes objectives of studies in the chemical industry, the recycling industry and end-of-life vehicle recycling;
- "Environmental regulation and Innovation - Key Issues and Questions for Research";
- "Key Issues related to the Legislation of Chemicals in the EU";
- "The internal Market and its Institutional Embedding";
- "Regulation, Competition and Innovation in the European Single Market"; and;
- "The Link between Regulation and Innovation: Some preliminary remarks".

The IPTS concluded that the lack of comprehensive studies called for the development of an adequate analytical framework, which it then proposed to use in the next step of its analysis of the impact of regulation on innovation.
