EC recommends faster authorisation of energy projects

The European Commission approved a Recommendation addressed to the Member States of the European Union, with the purpose of facilitating and accelerating the authorisation of projects of common interest in the field of Trans-European Energy Networks (TEN-energy).

Several TEN-energy projects, for example in the electricity transmission sector or the creation of natural gas storage sites, are confronted with very long delays, or even blockages. This happens because of difficulties in obtaining the authorisations necessary for them to be carried out. In order to deal with the main sources of difficulty encountered in obtaining project authorisations, the Commission recommends to the Member States:

- To collaborate with each other, and, where appropriate, with third countries, in the facilitation of the authorisation procedures for cross-border TEN-energy projects;
- To take, as appropriate, measures for the introduction of transparent, coordinated and predictable procedures, simplified wherever possible;
- To take, as appropriate, measures for the provision of information at an early stage and the presentation of documentation both on the need for the project and on its environmental effects.

The Commission has taken action in accordance with the provision of Title XII of the EU Treaty and the Council Decision number 96/391/EC which provides for the creation of a more favourable context for the development of the networks. This was done after consulting the electricity and gas industries and the experts of the Member States.
