What will be the impact of WTO multilateral trade negotiations?

The European Commission, DG I, has recently published an invitation to tender regarding a study on a sustainable impact assessment of the proposed World Trade Organisation (WTO) New Round of multilateral trade negotiations, due to be agreed upon and launched by the WTO in November to December 1999.

Phase 1 of the project will involve a review of literature and best practice on assessment methodologies, to allow the contractor to propose to the Commission the right scope and method for the study.

Phase 2 will then use the methodology to make a broad qualitative assessment of the sustainable impact of the New Round and any ideas for how best to maximize the positive impacts of the expected liberalization of rule making.

At least five potential contractors will be invited to tender for this contract which will last for six months.

Applicants must be able to display a list of their work on related projects in the past three years, proving experience in international trade policy - particularly an understanding of the workings of the WTO/GATT negotiating process. They should also have: experience of working with all parts of civil society, including the business and community of non-governmental organizations (NGOs) (development as well as environmental NGOs), knowledge of sustainability issues, and, expertise in economic assessment methods.
