The amended proposal for a European Parliament and Council Decision establishing the second phase of the Community education action programme 'Socrates', has now been published in the Official Journal of the European Communities (1999/C 34/06; COM (1998) 719 final -98/0195(COD)).

The amended proposal is published alongside the original proposal, and sets out changes to the original text through all articles and annexes. The amendment also includes details of any changes to each action supported by the programme.

The document calls for a simpler application and selection procedure for the programme, and introduces some changes in its objectives, such as:

- To achieve a participation rate of at least 10% in schools and Comenius and 10% of students in mobility actions under Erasmus;
- To promote a "Europe of knowledge";
- To encourage provision of joint actions between Socrates and other Community programmes;
- To promote the use of, and access to, information and communication technologies in the field of education;
- To permit the development of knowledge and skills condusive to active citizenship and employability.

The document also includes a statement that the programme should be monitored with assessments and external evaluation by independent advisers.

No amendments have been made to the financial provisions or definitions of the programme, as set out in the original proposal.
