Experts and consultants to support the VALUE II programme

The Commission of the European Communities, Directorate-General XIII (Information Technologies and Industries, and Telecommunications) invites tenders with a view to drawing up a select list of experts and consultants for work relating to the diffusion of the results of Community research and technological development and their impact on industry, scientific community and society.

The aim of the Centralized Action for the dissemination and exploitation of RTD results (VALUE II) is to give a specific added value to the RTD activities which are the subject of the Third Framework Programme. The Centralized Action will utilize the experience gained from implementation of the VALUE programme (1988-1992). However, VALUE II must not be considered simply as an extension of VALUE I. It covers three main areas: The research/industry interface, the research/scientific community interface, and the research/society interface. Thus the Centralized Action broadens the perspective of dissemination and exploitation activities by introducing new components relating, in particular, to the impact of RTD activities and their results on the social fabric and the scientific community itself.

In addition to this, the Relay Centre network to be created under VALUE II may need assistance in further packaging and dissemination of scientific and technological knowledge.

The purpose of the call for tender is to draw up a select list of experts and consultants to assist the Commission services in the diffusion of S&T knowledge emanating from Community-funded research to industry, the scientific community, and to society at large.

Work to be carried out by contractors selected as a result of this call will be determined by the Commission taking into account the requirements of the VALUE II workplan, and more specifically by DG XIII, Directorate D (Exploitation of research, technological development, technology transfer and innovation). Such work may involve, inter alia:

- Collection of information, creation of files and databases;
- Information gathering, monitoring and assessment of initiatives;
- Popularization of S&T information, packaging to cover the needs of specific user-groups;
- Conception, design and production of publications;
- Surveys and empirical studies;
- Marketing studies and analysis on information products and services;
- Organization, implementation and support of awareness events, workshops, conferences;
- Awareness action to the mass media and general public;
- Conception and development of awareness programmes and their tools.

Tenderers (public or private legal entities within the Member States and experts duly registered within one of the Member States) must supply all details evidencing their skills and experience in carrying out work relating to all or part of the activities as described in the call.
