The European Parliament and the Council for the European Union have adopted a Common Position on a Decision establishing the second phase of the Community action programme in the field of education SOCRATES.

This programme should be implemented between 1 January 2000 and 31 December 2006.

The Decision states that, in order to contribute to the development of quality education and encourage life-long learning, while fully respecting the responsibility of the Member States, the objectives of the SOCRATES programme should be pursued by means of the following actions:

- 1 - School education (Comenius);
- 2 - Higher education (Erasmus);
- 3 - Adult education and other educational pathways (Grundtvig);
- 4 - Teaching and learning of languages (Lingua);
- 5 - Open and distance learning; information and communication technologies in the field of education (Minerva);
- 6 - Observation and innovation;
- 7 - Joint actions;
- 8 - Accompanying measures.

These actions should be implemented through the following types of measures, in the form of transnational operations which may combine several of the measures:

- Support for the transnational mobility of people in the field of education in Europe;
- Support for the use of information and communication technologies (ICT) in education;
- Support for the development of transnational cooperation networks facilitating the exchange of experience and good practice;
- Promotion of language skills and understanding of different cultures;
- Support for innovatory pilot projects based on transnational partnership designed to develop innovation and quality in education;
- Constant improvement of Community reference materials through the:
-- Observation and analysis of national education policies;
-- Observation and dissemination of good practice and innovation;
-- Comprehensive exchange of information.

The financial framework for the implementation of this programme for the period specified is set at 1,550 million euro.

The Decision came into force on the 22 February 1999.
