The European Parliament and the Council of the European Union have recently published their common position, (EC) No 9/1999, with a view to the adoption of a Council Decision to improve the exchange of data in the European Union.

This would adopt a series of actions and measures to ensure interoperability of, and access to, trans-European networks for the electronic interchange of data between administrations (IDA).

The Decision, which would form part of the IDA programme, calls for the Community to encourage the convergence of networks into a common telematic interface between the Community and the Member States. It also emphasises the benefits of streamlining operations, making processes faster, more efficient, flexible, and reliable.

The Decision would form part of the IDA programme and have financial reference of 33.1 million euro for the period 1998 to 2000.

The published document also includes a statement of the Council's reasons for taking its position on this topic.
