The Commission of the European Communities decided on 9 December 1992 on the forms of assistance the Community will provide under the 1992 programme of technical assistance to the Commonwealth of Independent States and to Georgia (TACIS programme). A total of 17 TACIS action programmes have been prepared by the Commission services in collaboration with the authorities of the beneficiary states and considered favourably by the TACIS Management Committee. Of this year's total Community financial allocation of ECU 450 million, some ECU 270 million is dedicated to projects initiated directly on a national basis. In addition to the national programmes, all countries will benefit from access to regional TACIS initiatives, based on inter-state cooperation on matters of shared concern. Those activities are the subject of a separate Financing Decision involving ECU 28.6 million. In the field of nuclear safety, two action programmes have been established for a total of ECU 80 million (ECU 60 million for the Regional Nuclear Safety Programme, 1992, and ECU 20 million for the ISTC Nuclear Safety Programme). Further aid has been allocated for multilateral funding, the setting up of Coordinating Units in each country to oversee the coordination of assistance, and to meet costs associated with assistance programming and project implementation. The overall objective of 1992 TACIS action is to develop local skills and know-how required to accelerate economic reform and to encourage conditions favourable to private investment and the development of the private sector. The programmes therefore comprise a limited number of targeted and coordinated components in areas including government advice, support for enterprises, human resources development, food production and distribution, transport, energy, telecommunications and regional inter-state cooperation. For each component, specific activities have been defined and will be ready for implementation from the beginning of 1993. TACIS is active in stimulating the involvement of the private sector and other economic operators. In this framework there are considerable opportunities for economic operators within the European Community and, increasingly, for the emerging private sector in the New Independent States.
