Indicators of the state of science, technology and innovation in Europe

The European Commission, Directorate General XII, has published a call for tenders for work related to the specific programme for improving the human research potential and the socio-economic knowledge base, which forms part of the European Union's Fifth RTD Framework Programme.

The call covers 21 lots consisting of feasibility studies as accompanying measures relating to the Common Basis for Science, Technology and Innovation Indicators. These lots are divided into two themes (with each theme covering more than one general subject of interest:).

Theme A covers studies relating to European science, technology and innovation indicators, as follows:

- Methodology and improving indicators:
- - Linking science to technology - bibliographic references in patents;
- - Accordance system which links technology domains (patent classifications) to industrial sectors;
- Studies relating to the preparation of products including future editions of the European Report on Science and Technology Indicators and the Key Figures booklet. Research and development and innovation systems and policies:
- - Evolution of national public research and development policies in the European Union Member States;
- Research and development and innovation systems and science and technology policies in the other European countries;
- Performance:
- - Collection and analysis of bibliometric indicators;
- - Collection and analysis of patent indicators;
- Research and development cooperation:
- - Intergovernmental science and technology cooperation in Europe;
- - Collection and analysis of indicators of inter-enterprise cooperation through technology alliances;
- - Bilateral international research and development cooperation policies of the European Union Member States;
- Human resources in science and technology:
- - International cooperation between and mobility of researchers.

The second theme (B), covers studies relating to new indicators for new research and innovation policies and for their analysis, as follows:

- Patents:
- - Patents in the service industries;
- - Qualitative insights into the patent system;
- Industry:
- - An international benchmark of biotech research centres;
- - Impact of mergers and acquisitions on research and development and employment;
- Human resources in science and technology:
- - Age structure of research personnel in public research laboratories and universities;
- - Brain drain of qualified scientific personnel;
- Venture capital:
- - Development of venture capital activity and its impact on economic growth;
- Venture capital investment in high tech firms;
- High technology firms:
- - Performance of high-technology firms in the European new electronic stock markets;
- - University spin-offs in Europe: key indicators;
- Research centres:
- - Comparative analysis of public and former public research centres.
