Call for research proposals for GNSS-2 development

The European Commission has published a dedicated call for proposals concerning research for the development of the second generation global navigation satellite system (GNSS-2). The call falls under the 'Sustainable Mobility and intermodality' Key Action of the Competitive and Sustainable Growth programme.

A communication outlining Europe's strategy for the next generation of satellite navigation systems was published by the Commission in February 1999. This outlines the work which the EU, in partnership with the European Space Agency and Eurocontrol, will do to develop a new generation system in which Europe is not dependent on the US or Russian systems, as is the case currently with the first generation systems (GPS and GLONASS). The strategy includes two stages, firstly EGNOS - an interim measure which involves a specific European add-in to the existing systems - and then Galileo the full second generation system.

Research should enable the use of satellite navigation and positioning across the transport sector. Appropriate coordination will be established with other organisations and other FP5 specific programmes. Under this call, the following specific research tasks are being targeted:

- Area 1: the overall definition of Galileo as a technological and operational capability enabling Europe to play a decisive role on the international stage. This area should include the definition of the overall Galileo's architecture and address the optimal integration of EGNOS into Galileo;

- Area 2: the development and implementation of a strategy for fostering the penetration of satellite based navigation and positioning systems into every mode of transport. This area aims at supporting the definition of standards for Galileo;

- Area 3: the analysis of user requirements, opportunities and constraints linked to the specific requirements of the various modes of transport. This area focuses on the definition of Galileo services.
