The European Trade Union Technical Bureau for Health and Safety (TUTB) has recently published a guide for union action on 'Risk assessment at the workplace'.

According to the TUTB, risk assessment is a relatively new concept for many countries, and as yet, there is no real European model for it. The guide therefore forms part of a trade union strategy on risk assessment. The TUTB believe the guide is necessary as consultation of workers' representatives is a legal requirement (following an EU Directive in 1989) that is rarely put into practice. When it does take place, the TUTB says, it is treated as a technical exercise carried out by experts, which rarely takes into account feedback from workers' own experiences and is treated as a mere paper formality.

The TUTB argues that workers must be involved in prevention activities if Community Directives to improve health and safety at work are to have any practical effect. The guide is therefore designed to help the health and safety representatives of all kinds of workers to assess working conditions.
