Although the formal agreement associating Switzerland to the EU's Fifth Framework Programme will not enter into force until 2001, the Swiss government has set aside funding to allow Swiss partners to participate in the Programme already. To promote the possibilities of partnership with Swiss organisations, the Swiss Federal Office for Education and Science has published a brochure highlighting the opportunities.

Officially, Swiss participants may participate in FP5 projects on a project-by-project basis - as may organisations from any other country outside the EU where no specific agreement exists - if Community interest can be demonstrated and if they fund their own participation. Once the agreement enters into force, the Swiss government will pay a contribution to the budget of the Programme each year, and Swiss organisations will then be able to participate on essentially the same basis as organisations from EU countries and other associated states.

Swiss organisations have participated in many projects under the Fourth Framework Programme and the Third Framework Programme before that. For example in 1998, Swiss researchers were involved in a total of 411 ongoing FP4 projects. Examples of projects where Swiss organisations were involved are given in the brochure, which also provides useful contacts for finding partners and information in Switzerland.
