Investigating the EU's supply of aviation jet fuel

A study on security of supply of aviation jet fuel (kerosene) is being tendered by the European Commission in order to improve understanding of the issues. The study, which should be completed within eight months, should cover the following areas:

- Analysis of the jet fuel market: supply and demand, suppliers and buyers (both operators and countries), and future perspectives;

- Jet fuel as a strategic product: technical aspects and definitions (specifications and international developments), stockholding aspects and logistics (stocks, crude oil stocks, production-supply-distribution chain, geographic location of stocks);

- Existing national security stockholding provisions on jet fuel (security of supply, and transparency in the Internal Market):
. Ways and methods used in the Member States to comply with their stock obligations under EU law, taking account of the different stockholding systems, and flexibility in stockholding;
. Statistics and statistical reporting;
. Conclusion and recommendations for improvement of the above.

Use should be made of Eurostat conventions and methodologies, and wherever possible official data sources. Data from Member States and industry associations, as well as individual airlines and oil companies should also be used, while work already done by the Commission should also be taken into account.
