An opportunity to evaluate the European Union's research programmes has arisen, with a call for tenders, issued by the European Commission's DG XII, to identify the constituent elements of the European added value (EAV) of these programmes, focusing on a conceptual analysis based on practical experiences. The study should address the problems from a global perspective by increasing knowledge and understanding on the constituent elements of EAV and their measurability. It should also illustrate by a case-study approach the ways that European research policy fulfils its purpose regarding general EU socio-economic objectives.
