Simplified award procedures for contracts involving cooperation programmes with third countries

The European Commission has simplified procedures for the awarding of contracts in the area of external relations.

The European Commission has simplified procedures for the awarding of contracts in the area of external relations.

There are currently more than 40 different tendering procedures, used within the framework of numerous external aid programmes (Phare, Tacis, Obnova, Meda, Ala, EDF, etc.). These will now be progressively replaced by eight simplified procedures for the procurement of services, works and supplies, applicable to all EU-financed projects worldwide.

The various stages of awarding procedures will be published on the Internet making information readily available to economic operators and the general public, thereby increasing transparency.

The decision follows the recommendations set out by the Committee of Independent Experts on 10 September 1999. The adoption of the eight simplified procedures will accelerate the implementation process of external aid projects and will affect the procedural rules of more than 2,000 tender opportunities.
