The second phase of the Socrates programme is expected to begin on 1 January 2000, lasting until 31 December 2006, with only the formal approval of the European Parliament and Council now awaited following their agreement in conciliation discussions on 10 November.

It has been decided to implement Socrates II in two stages to preserve the continuity of the programme. Stage 1 will cover the year 2000, and most programme actions will be run along similar lines to Socrates I. In stage 2, to be implemented from 2001, more substantial changes will be introduced, following a large-scale information campaign during the year 2000.

New guidelines for applicants for the year 2000 have been produced as an addition to the 1998 guide. These new guidelines should be read together with the Guidelines 1998, and they completely replace the Addendum for 1999.
