Culture 2000 programme ready for adoption

The Culture 2000 programme, the Community's financing and programming instrument for cultural cooperation, is ready for adoption by the European Council and Parliament, following an agreement in the conciliation committee on 9 December 1999.

Culture 2000 replaces three current cultural programmes, Kaleidoscope, Ariane and Raphael, focusing and strengthening their overall effectiveness.

Agreement was reached on a budget of 167 million euros for a five-year period (1 January 2000 to 31 December 2004). The budget represents a 30% increase in real terms compared to the total amount of the previous three programmes. It will cover innovative and experimental actions (45%), integrated actions (35%), special cultural events (10%), leaving 10% for remaining expenditure.

The programme's objectives are to contribute to the promotion of a cultural area common to the European people, supporting cooperation between creative artists, cultural operators, private and public promoters, the activities of the cultural networks and other partners as well as the cultural institutions of the Member States.
