Studies and technical assistance required by Enterprise Directorate-General

The Enterprise Directorate-General will shortly publish an invitation to tender for studies and technical assistance leading to the promotion of European Enterprise.

Award procedures are expected to commence before the end of August 2000 for the following:

- a study - in partnership with Eurostat - for statistical information on enterprises in Europe and others, costing 280,000 euro;

- a study resulting in a scoreboard for benchmarking enterprise policy (further developments), up to 200,000 euro;

- a study on practice benchmarking projects (further developments) will be awarded 250,000 euro;

- around 130,000 euro will cover administrative support for implementation of benchmarking;

- for the maintenance and development of a benchmarking (particularly for SMEs) web site, 100,000 euro will be provided;

- around 150,000 euro has been reserved for a study on additional work related to the '2000 competitiveness report' (pharmacy services);

- a study costing 1.1 million euro will cover business statistics including SMEs - SME project, business panels, business statistics and demography of enterprises, statistics on Prodcom products;

- the '2001 competitiveness report' presenting the diagnostic of the Commission on the competitiveness of industry in the EU, will cost up to 450,000 euro;

- 300,000 euro has been earmarked for providing technical assistance for the panorama of European industries;

- technical assistance for the panorama of European industries will receive 285,000 euro;

- around 200,000 euro has been reserved for technical assistance, including a follow-up of the BEST (business environment simplification task force) actions plan, preparation of implementation reports to the EU Council, reaching agreement with Member States on ways of measuring progress and the provision of a secretariat for hearing a meeting;

- a study on SMEs statistics in social economy will receive 150,000 euro;

- around 60,000 euro has been earmarked for a study on 'International investment, multinational corporations and limits to the pursuit of domestic policies' - contribution to the elaboration of the competitiveness report;

- the situation of enterprises and enterprise policy in Turkey, Malta and Cyprus, will be the subject of a study costing 200,000 euro;

- funding of 100,000 euro will cover a conference dedicated to a concerted 'catch-up' action seminar (150 participants) to encourage best practice and know-how with the candidate countries in existing concerted actions;

- 'The assessment of vertical mergers and agreements' is a study which should contribute to the understanding of how to evaluate and compare the industrial considerations against the potential competition concerns of vertical mergers and company agreements, noticeable under the new thresholds for vertical restraints. Around 70,000 euro has been reserved for this;

- a study on business registration procedures (number, length, costs and requirements) and procedures for and costs of hiring employees in the Member States, will be funded to the value of 100,000 euro;

- for a study analysing US sources of regulatory planning and the exploitation of such sources in order to detect potential conflicts with EU intentions, 100,000 euro will be provided.
