VALUE programme: Interfaces II and III

The Commission of the European Communities has issued an open call for tender for the selection of organizations or individuals to undertake work related to the research/scientific community and research/society interfaces under the VALUE II programme (the centralized action for the dissemination and exploitation of knowledge resulting from the specific programmes of research and technological development of the Community, 1992-1994).

The aim of the centralized action is to give specific added value to the RTD activities which are the subject of the Third Framework Programme for 1990-1994. As far as the content of this action is concerned, those measures already launched under VALUE I to forge closer links to industry will be supplemented by other new measures designed to cover Interface II (research/scientific community) and Interface III (research/society). These measures reflect the increasing interest in the interdisciplinary approach to research and technological development activities on the one hand, and the new scientific and technological objectives and constraints set by society and its institutions, on the other.

The aim of the call for tender is to select the most appropriate bodies and/or experts. or consortium of them, able to carry out successfully the services required:

1) Interface II: Research/scientific community.

The objective of the activities under this heading is to contribute to interdisciplinary reflection in relation to research, its methods, problems and impact. Such activities are structured around four main areas: General context of research; communication of research; economics of research; management of research. Horizontal activities are also foreseen where a high degree of synergy is required.

- General context of research.
GS 2: Legal and institutional constraints and opportunities for the dissemination and exploitation of RTD activities.
.Legal aspects, IP rights, patents.
.International rules of S&T information.
.Dynamics of science-based technologies.

- Communication of research.
CS1: Patterns of communication of research: obstacles and opportunities.
. Review of contemporary practice.
. Assessment of obstacles and opportunities.
CS2: Efficient communication practices between university research and industry. An empirical study.
. Empirical evidence on the professional interactions between academic and industrial environments.

- Economics of research.
ES2: Analysis of the economics of research.
. Microeconomic cost/benefit aspects in the RTD cycle.
. Macroeconomic obstacles to the exploitation of RTD results.

- Horizontal activities for Interface II.
HS2: Listing and analysis of recent CEC initiatives and synergies in the areas of management, communication, economics of research.
. Review of existing CEC studies/initiatives.
. Assessment of problems and suggestion of potential issues for further consideration.

2) Interface III: Research/society.

The heading covers measures designed to identify and study the impact on society of the new scientific and technological knowledge acquired as a result of Community activities, especially where the interaction between science and technology on the one hand, and society, on the other, is particularly critical. The aim is to spread scientific know-how widely through Europe, seeking to ensure that changes in the contemporary approach to science are compatible with developments in society. Such activities are structured around three main areas: Assessment of the social impact of science and technology; communication with the public; analysis of public demand and new requirements.

- Communication with the public.
CP3: Human resources and communication methods and media employed in European activities aiming at the popularization of S&T or at the awareness of the public on S&T matters.
. Review of initiatives of public and private institutions in Europe aiming at popularization of S&T.
. Study of possibilities for expanding existing initiatives.
CP5: Investigation of the present and the potential role of European actors in science-communication.
. Identification of communication groups and their publics.
. Analysis of the actions performed by these groups.
. Proposal of pilot activities.

- Analysis of public demand.
PD2: Listing and review of existing studies, reports and other literature dealing with public awareness related topics of major interest, e.g. health, safety, environment.
. Creation of a structured inventory.
. Suggestion of pilot actions.
PD4: Study on new insights on innovation and societal needs.
. State of the art of the interactions between technological development and society.
. Proposals for the enhancement of this interaction.
PD5: Critical review of studies and experiments on the development of societal needs and the implications for European RTD.
. Identification of actors forecasting societal needs.
. Identification and evaluation of the most relevant studies and experiments at national and Community levels.
. Proposed methods for the improvement of the European RTD results reporting methods.

Any public or private organization or individual or consortium for partners engaged in the working areas outlined above may bid, provided they are duly registered in one of the Member States of the European Communities.
