Assessment of the Community initiative on aid to its most remote regions (REGIS)

In 1991 and 1992 the Commission of the European Communities launched a series of Community initiatives pursuant to Article 11 of Council Regulation (EEC) No 4253/88 of 19 December 1988 (OJ No L 374 of 31.12.1988) laying down provisions for implementing Regulation EEC No 2952/88 (OJ No L 185 of 15.1.1988) as regards coordination of the different structural funds between themselves and with the operations of the European Investment Bank and the other existing financial instruments.

The present invitation to tender involves only the Community initiatives that fall under the heading "Aid for the most remote regions" (REGIS, guidelines published in OJ No 196, 4.8.1990). REGIS aims to strengthen the socio-economic integration of the Community's most remote regions (Guadeloupe, French Guiana, Martinique, Reunion, the Canary Islands, the Azores and Madeira).

There will be two working phases to the assessment. The first, to begin early 1994 and to end in September of that year, will involve collecting information, an initial assessment of the expected goals, identification of Community added value and an analysis of the administrative procedures and management systems. The second phase should commence in October 1994 (at the earliest) and end in December 1995. It will be concentrated on assessing the economic impact of the initiative.
